About the Position
The Olympia Public Works Department seeks an exceptional professional to join the Transportation Engineering section as a Project Engineer II. The successful candidate will join a team of five staff in managing, monitoring, developing, and implementing complete transportation systems for today and into the future.
The Engineer will be responsible for:- Working as part of a group conducting integrated planning, engineering, and program development for a multimodal transportation system.
- Conducting scoping, conceptual design options, analysis, project feasibility, policy implementation, and field crew technical support for a wide range of transportation projects.
- Providing technical solutions consistent with the intent of a project's scope, schedule and budget.
- Providing design guidance and communicate verbally and in writing about multiple complex and high-profile transportation projects.
- Defining goals and design parameters for projects as well as evaluating design solutions provided by other engineers, both in-house and consultants.
- Administering the City's pavement management model, researching and implementing pavement preservation approaches, and developing a multiple year paving program that is integrated with other future transportation projects.

The essential functions of this position include but are not limited to:
- Lead a variety of activities relating to transportation engineering, planning, policy implementation, and budget management.
- Manage investigations, analysis, and preparation of documents and reports on planning and technical issues as needed.
- Support City regulatory staff in the technical review of development proposals.
- Collect and analyze a variety of engineering data.
- Collaborate on teams of engineering and planning staff to develop a multimodal transportation system.
- Develop project-specific technical alternatives and design reports.
- Review other engineers' work and provide comments and recommendations.
- Prepare maps, statistical information, and cost estimates.
- Develop transportation project concepts utilizing AutoCAD Civil 3D.
- Prepare and present information to City leadership, committees, community groups, and private organizations on complex issues.
- Respond to public inquiries.
- Punctual, regular and reliable attendance is essential for successful job performance.
Minimum qualifications & Requirements
General Knowledge/Skills/Abilities:
- Knowledge of current principles, practices, methods and standards of civil engineering, transportation engineering, and transportation planning.
- Knowledge of federal, state and local laws and regulations pertaining to transportation issues.
- Knowledge of current construction methods, processes, materials, costs and cost estimating.
- Knowledge of budget preparation.
- Skill in the use of standard Microsoft Office products, spreadsheets, graphics, databases, and word processing.
- Skill in the operation of various engineering-specific computer programs, such as project management software, Arcview, VoloView, Highway Capacity Manual software and computer modeling.
- Ability to work from general written and verbal instructions.
- Ability to interpret engineering plans, survey notes and legal descriptions.
- Ability to communicate technical information effectively, using various media.
- Ability to analyze situations accurately and adopt an effective course of action.
- Ability to perform research, analysis and advanced computer modeling on complex civil engineering, transportation, environmental or water resource issues, problems, and data.
- Ability to clearly and accurately summarize and portray research information for technical and non-technical audiences.
- Ability to create and present technical information in data or graphic format.
- Ability to accurately complete assigned projects within timelines.
- Ability to communicate technical information to a variety of audiences in a clear, concise, and respectful manner.
- Ability to read, interpret, apply and explain rules, regulations, policies and procedures.
- Ability to perform complex engineering computations either manually or with the aid of computer or calculator.
- Ability to work cooperatively, productively, effectively, and successfully with others in a public service-dedicated, customer centered, team-oriented environment, where open communication is the norm.
- Ability to plan, organize and direct the work of others.
Experience/Education
- Four-year degree in an engineering field (Transportation or Civil preferred).
- Three years of related experience required.
- Additional experience in related civil engineering may be substituted for the college degree with one-year experience being equal to one year of college education.
- Certification as a Professional Engineer by the State of Washington, or the ability to obtain a Professional Engineer license within six months of hire is required.
Special Requirements:
- Valid Washington State Driver's License required.

- The Project Engineer II position has varied contacts, including City employees, private consultants, contractors, public officials, property owners and citizens.
- Contacts are for the purpose of listening to various concerns and issues, and to provide explanations of current city projects and/or practices.
- Contacts will also be for the purpose of gathering /disseminating information. Issues and/or projects may be controversial in nature, where the ability to explain the City's position at a level equal to the audience's level of technical sophistication is vital to success.
Supervision:
- In a lead capacity, the Project Engineer II may supervise and/or direct the work of assigned professional and technical staff.
- The Project Engineer II is accountable for the quality, accuracy and timely completion of assigned projects and tasks.
Working Conditions:
- The Project Engineer II typically spends a majority of the workday in an office.
- Some projects and tasks will require fieldwork to gather information and review existing conditions.
- Field time may include exposure to all types of weather, work in traffic; construction sites; uncleared areas and standing/walking on uneven and slippery terrain; and entering manholes, sewer lines and/or lift stations.
