Description

GENERAL PURPOSE:

Performs senior-level professional work in engineering and project management functions related to the environmental planning and evaluation of public facilities, private developments, and commercial establishments. Specializes in landfill compliance. Position relies on advanced level experience and exercises independent judgment to determine the best approach by using and interpreting policies and procedures. Position seeks technical guidance only on unusual or complex problems or issues. 
 
Hours of work: Monday through Thursday 7:00 A.M.  to 6:00 P.M.; Days and hours are subject to change.

Hiring Range: $65,270.40 - $81,619.20/annually
                        $2,510.40 - $3,139.40/biweekly
 

Essential Duties and Responsibilities

EXAMPLES OF ESSENTIAL FUNCTIONS:

  • Reviews and processes status of engineering design plans submittals, permit applications, private development projects, capital improvement projects, and landfill regulatory permits and required permit submittals
  • Monitors the compliance of landfills in the vicinity of the City with regulatory agency permits, legal mandates, and the Broward County Odor Remediation Plan
  • Reviews and evaluates landfill regulatory permit applications and periodic submittals for consistency with air and water quality standards, stormwater compliance, state-of-the-art construction standards, and structural stability
  • Follows up on all performance and maintenance bonds; authorizes bond release
  • Responsible for the field oversight of construction projects
  • Collects and analyzes data and makes recommendations for resolution
  • Coordinates with other departments, governmental agencies, consultants, developers, contractors, and residents on engineering and related issues including but not limited to design, review, permitting and certification
  • Identifies problems or factors affecting the progress of projects
  • Interacts, communicates, and guides various groups and individuals in the department
  • Investigates and responds to complaints, requests for information, and emergency situations
  • Manages consultant, contractor, and subcontractor contracts
  • Prepares a variety of written documents
  • Prepares city, county, and state applications, together with other application data, for permitting and licensing on capital improvement projects; notifies affected residents
  • Reviews various codes and ordinances
  • Assists in the design and preparation of design plans, cost estimates, and specifications for City projects
  • Assists with interviewing candidates for engineering positions
  • Performs other duties as assigned and/or required

Qualifications

MINIMUM QUALIFICATIONS:

Bachelor's Degree in Civil & Environmental Engineering, Construction Engineering and Management, or closely-related field supplemented by three (3) or more years' professional experience in environmental engineering including solid waste and landfill compliance is required; a Master's Degree in Civil and Environmental Engineering, Construction Engineering and Management, or a closely-related field supplemented by at least one (1) year of verifiable professional experience or graduate-level research in environmental engineering including solid waste and landfill compliance may substitute for the three (3) years of required professional experience; equivalent combination of education, certification, training, and/or experience may be considered. 
 
Must have a valid Florida driver license, Class E or higher. State of Florida certification as an Engineer in Training (EIT) is preferred.
 
KNOWLEDGE, SKILLS, AND ABILITIES:
 

  • Knowledge of standard engineering terms and concepts
  • Knowledge of landfill regulations including but not limited to design, operation, inspection, and permitting
  • Advanced knowledge of Microsoft Office products (Word, Excel, PowerPoint, and Outlook), and design and Geographic Information System (GIS) software
  • Skill in providing good customer service
  • Ability to read and interpret contracts, specifications, site plans, blueprints, and shop drawings
  • Ability to perform engineering calculations
  • Ability to make decisions in accordance with City/department policies
  • Ability to read, interpret and explain ordinances, codes, agreements and related documents
  • Ability to quickly and independently learn new software
  • Ability to work independently under minimal supervision
  • Ability to use critical thinking skills to arrive at solutions and suggest improvements to processes
  • Ability to clearly communicate and understand information in English, both orally and in writing

Supplemental Information

PHYSICAL REQUIREMENTS:
Depending on functional area of assignment, tasks involve the ability to exert light physical effort usually involving some lifting, carrying, pushing and/or pulling of objects and materials of light weight (up to 20 pounds). Usually involves some climbing, balancing, stooping, kneeling, crouching, crawling, walking or standing. Tasks may involve extended periods of time at a keyboard or workstation and extended periods of standing and/or walking.
 
ENVIRONMENTAL REQUIREMENTS:
Tasks are regularly performed outside with potential for exposure to adverse conditions, such as trash/waste, dirt, dust, pollen, odors, fumes and/or poor ventilation, wetness, humidity, rain, temperature and noise extremes, machinery and/or moving vehicles, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, gases or chemicals, oils and other cutting fluids, violence and/or disease, or pathogenic substances.
 
SENSORY REQUIREMENTS:
Some tasks require manual dexterity, in addition to visual and hearing acuity.

Eligibility List Criteria: An eligibility list, which shall be valid for a maximum of six months, shall be formed based on applicants who meet the minimum qualifications. Candidates on the eligibility list will be given consideration for each vacancy. Veterans Preference shall be awarded, pursuant to Florida Statutes.
