Los Angeles Superior Court is seeking dynamic, well-qualified, and highly-motivated individuals to fill the position of IT Project Manager I (CMS IT Project Manager) within its Court Technology Services department based in Los Angeles, California.

Los Angeles Superior Court is the largest unified trial court in the United States with nearly 600 courtrooms presided over by 550 bench officers and 4,500 full-time employees. The Court has 38 Court locations, serving 88 cities, and 118 law enforcement agencies countywide.
The CMS IT Project Manager supervises a small to medium sized team of professional staff and/or outside resources engaged in development, enhancement and maintenance projects associated with the Court case management a class of systems and other Court applications. Incumbents interface with Court leadership and are responsible for coordinating and/or leading projects involving the development of technology solutions consistent with the Court's technology strategy and user business and operational requirements, the utilization of best-practice development methods and tools and effective project management to ensure that Court requirements are met in accordance with project deadlines, cost, quality expectations and other critical success factors. Projects are broad in scope and impact, involve complex business requirements and a diverse customer base and require integration of different technologies and solutions. Work requires strong business relationship management competencies, project leadership and management skills and understanding of state-of-the-art technology solution options.

This is an at-will managerial position. The Trial Court Employment Protection and Governance Act (SB 2140) authorizes the Court to exclude managerial employees from the employment protection provisions of the Act subject to meet and confer.
MINIMUM REQUIREMENTS:To qualify, you must meet one of the following options at time of filing:
OPTION I: Two years of experience as a Applications Development Analyst III, Applications Support Coordinator, or a class at that level working for the Los Angeles Superior Court.
OPTION II: Graduation from a college or university with a major* in computer science, management information systems or a related field -AND- seven years of progressively responsible professional information systems experience in a multi-user, multi-platform, client server-oriented environment, including at least two years of which involved complex project management experience.
Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
No out-of-class experience will be accepted.

DESIRABLE QUALIFICATIONS:
The ideal candidate will possess the following desirable qualifications:- An advanced college degree in computer science, management information systems, or a closely related field.
- Current Project Management Institute (PMI) or Professional (PMP) certification.
- Knowledge of and skill applying principles and methods for planning or managing the implementation, update or integration of information systems components.
- Knowledge of and experience with software quality assurance tools and methodology.
- Strong analytical, problem solving and organizational skills.
- Experience implementing and leveraging collaboration tools such as SharePoint to enhance project coordination.
- Excellent oral and written communication skills.
- Court experience and/or knowledge of Court case processing procedures.
- Experience providing technical support for a Court case management system.
EXAMINATION INFORMATION:
PART I: Qualifying evaluation of education, training and experience based upon submitted application materials and supplemental questionnaire.
PART II: An online examination, weighted 100%, covering the areas listed below. - CHANGE MANAGEMENT - Covering analytical skill, change management skill, change planning skill, change promotion, innovation skill, and interpersonal skill.
- SOFTWARE BUSINESS ANALYSIS - Covering business process, diagramming and modeling, documentation, joint application development, methodologies and tools, project development, requirements gathering, system design, and user interface.
- SOFTWARE QUALITY ASSURANCE - Covering audits and reviews, defects and bugs, implementation, measurements, metrics, and standards, overview, personnel and tools, processing, and software testing.
