Description

 
The County of Santa Barbara's Community Services Department's Parks Division is accepting applications to hire seasonal Lifeguards to perform varied lifesaving and accident prevention services on ocean beaches or public swimming pools between May to September 2018.

FULL-TIME and PART-TIME Extra Help positions will be filled at various locations, including beaches and/or public swimming pools in Santa Barbara, Goleta, Lompoc, New Cuyama, and Cachuma Lake.
 
APPLICANTS MUST SELECT PREFERRED assignment of ocean beach and/or swimming pool, and location(s) when completing the application. Applicants must be willing to work at all locations if necessary.


NOTE: These are Civil Service Rule (CSR) 905 Extra Help Appointments. An extra-help appointment is defined as an appointment made to a non-regular, non-permanent position established on a temporary basis to meet peak loads, unusual work situations, seasonal and recurrent work, intermittent assignments, or emergencies.
 
The hiring department will determine if the hired candidate will work as a Beach Lifeguard or Pool Lifeguard.

The IDEAL BEACH LIFEGUARD CANDIDATE will have:
  • Prior beach lifeguarding experience or the ability to complete a minimum of 21 hours of advanced first aid training
  • Ability to complete 1,000-meter ocean swim within 20 minutes at the May 19, 2018 training ( www.sbparks.org/aquatics ). You must also be prepared to attend the full Rookie Academy at Arroyo Burro Beach on May 19 and 20, 2018.
  • Cardio Pulmonary Resuscitation (CPR) certification or ability to obtain the certification prior to appointment
  • American Red Cross Lifeguard Certification
  • Emergency Medical Technician Certification is desirable, but not a requirement
  • Excellent customer service and communications skills
  • Bilingual in English and Spanish is desirable, but not a requirement
  • Ability to complete 40 hours of Lifeguard Academy Training:
 
BEACH LIFEGUARD ACADEMY DATES for selected/hired Lifeguards will be: 
  • May 19  - Tryouts : 9:00 am at Arroyo Burro Beach. Once Qualified, candidates must attend training on that day from 10:00 am to 6:00 pm at Arroyo Burro Beach.
  • May 20 - Surf Rescue Training at Jalama Beach 9:00 am to 4:00 pm camping will be offered Saturday night.
  • June 11 and 12- USLA Open Water Training. 10:00 am to 6:00 pm at Arroyo Burro Beach



The IDEAL POOL LIFEGUARD CANDIDATE will have:
 
  • Prior pool lifeguarding experience or prior beach lifeguard experience, and ability to complete a minimum of 21 hours of advanced first aid training
  • Ability to swim 300 yards in a pool, perform a brick dive, and treading water for two minutes
  • Possession of a Cardio Pulmonary Resuscitation (CPR) Certification or ability to obtain a certification prior to appointment
  • American Red Cross Lifeguard Certification; please note that this certification may be obtained by attending  offered Lifeguard training courses
  • Excellent customer service and communications skills
  • Bilingual in English and Spanish is desirable, but not a requirement
  • Ability to complete 26 hours of American Red Cross Lifeguard training

POOL LIFEGUARD ACADEMY DATES for selected/hired Lifeguards will be:
 
  • April TBD

 

Examples of Duties

  • Explains rules and regulations to patrons, ensuring compliance with municipal codes, rules, and policies.
  • Provide standard public lifeguard services at designated beaches, pools, and adjacent offshore areas.
  • Provides safety information to beach and pool users; complies with all standard lifeguard operating procedures.
  • Apply appropriate rescue, lifesaving and first aid techniques.
  • Assistance in emergencies and lifesaving activities in adjacent State or City areas.
  • Maintains beach and pool safety and cleanliness by enforcing the County and/or State laws.
  • Picks up trash and debris to maintain beach, pool, and offshore areas in clean, healthy and/or safe manner. 
  • Maintains lifeguard equipment to include inspection of lifesaving equipment and apparatus. 
  • May assist with the Junior Lifeguard Program; work directly with Junior Lifeguards and program participants, create lesson plans, assist with activities, and demonstrate rescue or competition techniques.
  • Perform other duties as directed or assigned.

Employment Standards

  • 16 years of age or older; Applicants under 18 years of age must supply a Work Permit
  • Completion of a medical examination
  • For Beach Lifeguard: Completion of a 1000-meter swim in 20 minutes or less, and/or completion of an American Red Cross Lifeguard Certification or the equivalent for pool eligibility
  • Ability to obtain and maintain a 21-hour Advanced First Aid and CPR certificate, or the equivalent prior to employment

Additional Qualifications: for Beach Lifegaurds  A valid California Class C Driver's License is required at the time of appointment. 

Knowledge of: standard lifesaving techniques including first aid and cardio-pulmonary resuscitation (CPR); applicable County and State Codes and regulations; use and maintenance of lifeguard equipment. Knowledge of lifeguarding surveillance and rescue techniques, aquatic safety practices including general water, swimming and diving practices.
 
Ability to:  work effectively with co-workers and the public; respond to emergency situations in a rapid and effective manner; enforce applicable laws, rules and regulations in objective and even-handed manner; pass standard lifeguard physical examination; effectively use lifeguard equipment, including the operation and handling of two way radio equipment and rescue paddle boards; swim 1000 meters in the ocean within 20 minutes; obtain the appropriate American Red Cross Lifeguard Certification prior to employment.

  • Successful completion of Beach and/or Pool Lifeguard Tryout
  • Successful completion of  American Red Cross Lifeguard Certification Training
  • Successful completion of appropriate County Lifeguard Academy
  • Successful completion of a pre-employment interview.
  • Submission of Work Permit for applicants under 18 years of age

NOTE:  Training will include physical activities (such as running and swimming), classroom lectures, and testing. Training also includes basic first aid and CPR/AED for the professional rescuer. Trainees are required to attend all training days. Participation in County Lifeguard Academy does not guarantee you will be hired.

Candidates with the highest scores, who successfully pass the tryout and swim test will be offered the opportunity to attend the County Lifeguard Academy. Successful participants from the Lifeguard Academy will be offered a position as a beach or pool lifeguard based on the number of positions available. Employment is contingent upon successful completion of: physical testing, oral interview, pre-employment medical exam and completion of pre-employment forms and personnel requirements.
