Description
Under general supervision, performs specialized investigations into the background and personnel characteristics of persons seeking employment and investigates complaints filed against employees of the Virgin Islands Police Department.
An employee in this class may work independently or as a part of a team gathering, verifying and reporting information. Supervision is received from a Supervisory Internal Affairs Agent, through discussions, conferences, and analysis of report submitted. Work is performed in accordance with established guidelines.
Duties and Responsibilities
DUTIES (NOT ALL INCLUSIVE):
- Conducts pre-employment and criminal background investigations of all candidates seeking employment in the Department.
- Investigates complaints against employees of the Virgin Islands Police Department.
- Investigates complaints concerning theft, misconduct, misuse and damage to departmental property as well as other violations of federal and state laws and departmental rules, regulations, and policies.
- Gathers, organizes and evaluates data from various sources, utilizing research methods and interviewing skills to compile investigative reports.
- Responds to Internal Audit findings.
- Provides expert testimony in administrative hearings and in criminal court.
- Prepares comprehensive and detailed reports of investigation and maintains extensive case file documentation.
Minimum Qualifications
Associate Degree in Law Enforcement or a related field, plus two (2) years' experience as an Investigator/Interviewer or related position;
OR
High School Diploma or equivalent and four (4) years' experience as an Investigator/Interviewer or related position.
NECESSARY SPECIAL QUALIFICATIONS:- Possession of or ability to qualify for a motor vehicle operator's license valid in the Virgin Islands. (Must have operator's license by end of training period).
- Candidate must be a citizen of the United States of America and a resident of the Virgin Islands for at least one year.
- Must successfully complete all aspects of the pre-employment tests to include, but not limited to agility, medical, comprehensive background investigation, psychological evaluation and polygraph.
- Successful completion of training requirements administered by the Police Academy to acquire Peace Officer Status.
Position Factors
FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION:
- Knowledge of investigative and interviewing techniques.
- Ability to conduct thorough, probing interviews with appropriate individuals (i.e. witnesses, complainants, suspects, and victims) who may have knowledge of the violations committed.
- Ability to conduct thorough analysis of records for violations and noncompliance in accordance with established procedures.
- Ability to compile factual and un-bias information.
- Ability to analyze and investigate complaints and information and determines thoroughness and legitimacy.
- Ability to analyze and interpret information and/or data and convert it into written reports.
- Ability to elicit information tactfully.
- Ability to communicate effectively, orally and in writing.
- Ability to maintain a consistent high quality, customer-focused orientation when conducting business and providing services to the public, internal and external customers.
An employee in this position receives supervision from a superior internal affairs agent or administrator. Work is reviewed through periodic evaluations and/or by review of work completed.
FACTOR 3- GUIDELINES:
Guidelines consist of VIPD Rules and Regulations, Field Manual, Virgin Islands laws, general orders and directives.
FACTOR 4- COMPLEXITY:
This is highly responsible work where the employee conducts investigations and investigates complaints, records findings and prepares extensive investigative reports. The employee is expected to use sound judgment and scrupulous attention to accurate detail.
FACTOR 5- SCOPE AND EFFECT:
The purpose of this work is to conduct pre-employment background investigation for new applicants, investigates complaints filed against employees of the Department, maintain accurate reports and testify on findings.
FACTOR 6- PERSONAL CONTACTS:
Contacts are made with co-workers, supervisors, representatives of other agencies and the general public.
FACTOR 7- PURPOSE OF CONTACTS:
Contacts are made in the daily performance of duty. Contacts are made to discharge the duties of the office, and to cooperate with other agencies.
FACTOR 8- PHYSICAL DEMAND:
This may require some physically strenuous activities.
FACTOR 9- WORK ENVIRONMENT:
Work is mostly performed indoors. A vehicle may be also used to assist in carrying out the functions of the assignment.
