Definition
This is a senior-level, professional staff, full-time position in the City's Public Works Department. Reporting to the Director of Public Works (or designee), the incumbent will be responsible for day to day operations, service delivery and performance objectives of the Animal Shelter. He or she will supervise, and assist in the City's Animal Services Division. He or she will protect the health, safety and welfare of the animal population under the shelter care, and will enforce rules, policies, procedures, according the "best practices" to provide humane care of animals, manage the adoption of pets and direct the work of Shelter Volunteers.
Examples of Work
- Oversees the operations of the Animal Services Division based on the established mission, vision, values and approved procedures;
- Complete administrative duties such as preparing and managing the Division's budget, purchasing supplies; select and coordinate training of divisional personnel; assigning of duties and monitoring & approving schedule time off requests; prepare various reports; conduct personnel evaluations; provide for the overall management of the shelter;
- Serves as the Staff Liaison to the Animal Services Advisory Board;
- Develop, review and present reports to City Council, City management and the Advisory board;
- Select, train, motivate and evaluate personnel; provide or coordinate staff training; and work with employees to correct deficiencies; implement discipline and termination procedures;
- Manage, direct, and oversee daily operations of the Animal Shelter activities; term contracts for the Shelter;
- Manage shelter operations including cleaning the facility; feed and water animals; conduct euthanasia and disposal functions, as needed; process adoptions; maintain records; stock supplies; communicate with the community, veterinarian clinics, as well as, officials from the Texas Department of Health regarding certification; and quarantine potentially rabid animals;
- Establish and maintain effectively public relations with the public, local veterinarians, volunteers, and groups concerned with animal adoption and welfare and utilize these resources to the fullest extent;
- Collaborate with outside agencies, rescue groups and volunteers to promote adoption and strive towards achieving a low euthanasia rate;
- Provides education about animal care, safety and protection.
- Read, interpret, and apply the laws and regulations governing licensing; impounding, care, and euthanization of animals;
- Investigates bite cases to determine the cause and appropriate action to be taken in the capture or destruction of the animal Conduct investigations, follows-up on bite cases; file cruelty charges with proper prosecuting agencies; follow-up on complaints; write reports; and testify in court, as requested;
- Responsible for, and authorized to issue warnings and citations to owners of uncontrolled or nuisance creating animals;
- Oversees the humane euthanizing of sick, injured or animals that may not be adoptable.
- Investigates animal cruelty charges;
- Maintains quarantine and animal impoundment and facilities in order to pass inspections;
- Maintains animal intake log, animal bite and vicious animal bite report and prepares monthly division report;
- Utilize community resources to improve animal shelter and adoption process;
- Conducts performance evaluation of Animal Service Officers and other Animal Shelter Staff;
- If certified as a veterinary technician, will work under the supervision/direction of a licensed veterinarian contracted by the City of Missouri City Animal Services to perform diagnostic testing including but not limited to heartworm testing, performing vaccinations and minor treatments on animals;
- Perform other related duties as assigned;
- Subject to 24-hour recall.
Education, Experience, or Certification
A bachelor's degree in Animal Science, Public Health Administration, Public Administration, from an accredited college or university, five (5) years of related professional experience managing an animal shelter, of which there (3) must have been in an administrative or supervisory role; and possession of a Texas Animal Control Officer Certificate required. National Animal Control Officer Certification, Veterinarian Technician Certificate, or the ability to secure one within twelve (12) months of employment desired.
