Description
Under general direction of the Health Care Agency Human Resources Deputy Executive Officer or designee, provides labor relations support and acts as agency liaison in the areas of discipline and grievances; conducting investigations; review and interpretation of collective bargaining agreements; and other work as required. There is currently one (1) Regular vacancy with the CEO-Human Resources HCA Division.
The ideal candidate will be composed and objective, analytical; will have excellent oral and written communication skills; and will have strong interpersonal skills necessary to foster durable working relationships with staff and union representatives.
PAYROLL TITLE: Personnel Analyst II/III
APPROXIMATE SALARY:
Personnel Analyst II: $2,751.68 - $3,852.73 biweekly
Personnel Analyst III: $3,405.72 - $4,768.48 biweekly
AGENCY/DEPARTMENT: This position is with County Executive Office Human Resources; Health Care Agency Division.
Personnel Analyst II and III are Management classifications and are not eligible for overtime compensation. Incumbents in these classifications are eligible for benefits at the MB4 (PA II) and MB3 (PA III) levels.
Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required by the classification.
Incumbents may also be eligible for bilingual incentive pay depending upon operational needs and certification skills.
The eligible list established from this recruitment may be used to fill current and future Regular (Including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for these positions only. There is currently one (1) Regular vacancy in the County Executive Office/Human Resources; Health Care Division, which is allocated at the PA III level. The vacancy may be filled at either the Personnel Analyst II or Personnel Analyst III level. The qualifications of the selected candidate will determine the placement level.
NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Duties may include, but are not limited to:
- Analyze, interpret, and enforce Personnel Rules and Regulations, collective bargaining agreements, and County policies related to terms and conditions of employment;
- Handle grievance procedures related to discipline and contract administration;
- Conduct investigations of misconduct, unfair labor practices, etc. on behalf of the Health Care Agency;
- Act as Labor Relations liaison for agency and union representatives during disciplinary processes;
- Advise and assist with disciplinary letters and actions;
- Provide support and training for department managers/supervisors on disciplinary matters; and
- Perform other duties as required.
Typical Qualifications
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
Education/Experience:
Considerable experience in labor relations working for a large public or private employer which has led to the acquisition of the required knowledge, skills, and abilities.
The required knowledge, skills and abilities can be obtained by progressively responsible experience as a specialist providing highly specialized personnel (labor relations) services.
DESIRED: Experience working in a public sector civil service environment with multiple unions.
NECESSARY SPECIAL REQUIREMENTS:- This position requires occasional travel to various work sites throughout Ventura County. Therefore, incumbent must possess at the time of appointment, and maintain thereafter, a valid California driver license.
- Prepare and present comprehensive reports and recommendations in written and oral form to a variety of individuals and groups.
Knowledge, Skills, and Abilities
Thorough knowledge of:- Analytical and investigative research techniques, methods, laws, and regulations related to discipline and alleged discrimination;
- Principles and practices of unionized labor relations, wage and salary administrations, performance management, discipline, employee relations, and related laws/rulings;
- Labor relations in a civil service, public sector, healthcare work environment and related rulings/laws, such as Weingarten, Lubey, Lybarger/Spielbauer, Skelly, MMBA, etc.;
- Maintain and develop the confidence and cooperation of County managers, employees, employee representatives and the public resulting in effective relationships;
- Prepare and present comprehensive reports and recommendations in written and oral form to a variety of individuals and groups;
- Communicate effective orally and in writing.
- Researching, analyzing, and interpreting various forms of data accurately;
- Extracting data from a large body of material;
- Managing stressful or sensitive situations with tack to achieve resolutions;
- Making sound decisions under pressure.
- Intermediate to advanced proficiency in a variety of Microsoft Office suite applications, such as Word, Excel, and PowerPoint, and internet resources.

EXAMINATION PROCESS
SUPPLEMENTAL QUESTIONNAIRE – qualifying: All applicants are required to complete and submit the questionnaire for this examination AT THE TIME OF FILING. The supplemental questionnaire may be used throughout the examination process to assist in determining each applicant's qualifications and acceptability for the position. Failure to complete and submit the questionnaire will result in the application being removed from consideration.
APPLICATION EVALUATION – qualifying: All applications will be reviewed to determine whether or not the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue to the next step in the screening and selection process.
NOTE: If there is a high number of qualified applicants, a comparative screening will be conducted to determine which of the applicants will be selected for invitation to the oral/practical examination. Applications will be evaluated and ranked according to criteria that most closely meets the needs of the department, so it is essential that applicants provide as much detail as possible and answer all parts of the application and supplemental questions.
ORAL/PRACTICAL EXAMINATION - 100%: A job-related practical and oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for the placement on the eligible list.
If there are three (3) or fewer qualified candidates, an oral examination may not be conducted. Instead, a score of seventy percent (70%) is assigned to each application, and each applicant is placed on the eligible list.
Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.

You must be regularly scheduled to work 40 hours or more each pay period to participate, and must enroll within 90 days of employment.LIFE INSURANCE: The County provides you with a fully paid $50,000 term life insurance policy. The policy contains an accidental death and dismemberment rider equal to the face value of the policy.OPTIONAL GROUP LIFE INSURANCE: If you are a regular County employee with a regular work schedule of at least 40 hours per pay period you may purchase term life insurance coverage for either $10,000 or one times your annual base salary, without evidence of insurability, if you enroll within your first 90 days of eligibility.
