Job Responsibilities
General Responsibility:
Serve as an Information Systems/Business Analyst II in SLED's Information Technology/ Applications – Criminal Justice Information Systems (CJIS) Support department.
Specific Duties:
Meet with users and stakeholders to gather information on the SORT system and processes. Document requirements and correlate these with processes and procedures are in the SORT program. Produce requirements document that reflects user's needs notating any outstanding needs that are not currently part of the SORT process. Coordinate with senior IT staff to discuss the outstanding items and schedule appropriately.
Develop procedures to maintain and develop web sites (include actions needed by the server or other technical sections of SLED) for each local registering agency. Provide instructions to the IT staff on this and keep documentation current on the IT SLED Sharepoint technical page. Assist as required in the creation and maintenance of these sites and maintain a list of current production and pending agencies through SYSAID.
Develop a list of reports and other programs/procedures currently part of the SORT program. Notate the description of the program, method to run the program, and other documentation necessary for the maintenance and usage of the identified programs. Maintain documentation on the IT SLED Sharepoint technical page.
Reverse engineer the existing SORT system and develop a design document. The document should contain interfaces and processes that are necessary to fulfill the mission of the SORT program for public and law enforcement usage. The SORT NCIC interface, public web site and user interface must all be included in this document.
Assist in the troubleshooting and support of the SORT code for problems and enhancements when assigned tasks in the SYSAID system. Assist IT technical and SOR support staff with test plans, testing and other aspects of code and process changes.
Minimum and Additional Requirements
Must have a Bachelor's Degree in computer science or related field and five years' experience in developing and supporting applications and major systems in ASP.net with VB and/or C#; or, an Associate's Degree in computer science or related field and seven years' experience as described above.
Must have experience in coding complex and secure solutions, gathering requirements, creating design documents, troubleshooting code, strong user support and interpersonal skills.
Must be able to communicate well both verbally and in writing with non-technical end users and management as well as technical peers. Excellent interpersonal skills needed; Must have strong analytical skills, ability to think logically, strong documentation and organization skills.
Must have strong skills in code development and reverse engineering of multiple languages as well as the ability to create user and technical documentation. Ability to write and understand SQL statements.
Must be able to travel state wide and out of state on a limited basis. Must be available to work nights and weekends as necessary.Preferred Qualifications
Experience with XML, SQL Server Reporting Services, Team Foundation Server and website design is a plus.
