GENERAL STATEMENT OF JOB

Oversees the financial and administrative functions of the Airports, including: finance and accounting, investments, internal audits, debt management, property management, insurance, purchasing and procurement, IT services and related activities. Acts as custodian of all Airport assets, funds and securities.

ESSENTIAL JOB FUNCTIONS

Provides strategic, financial management leadership for the Airport including funding, budgeting, cash management, and accounting. Ensures that the Airport's administrative and financial functions are in compliance with county, state, and federal government and regulatory agencies.

Participates in the formulation of the Airport's long-range plan and key strategies. Meets with representatives from the County, regulatory agencies, air carriers, and other entities to share information, address questions, and/or resolve problems.

Oversees airport financial audits, such as annual Passenger Facility Charge (PFC) audits and operating audits. Manages and directs the preparation and maintenance of financial records and the preparation of financial statements, schedules and reports for the Airports Director and regulatory bodies.

Provides policy and guidance to staff in carrying out cash management and collections activities.

Develops capital and operating budgets; determines financial impact of the budget plan and prepares analyses for the Director's review; monitors actual results and recommends alternative actions to achieve budgeted goals.

Formulates, presents and executes the Airport budget as well as Contract/Lease development and management. Advises the Director on the overall financial status of the Airport Enterprise Fund.

Monitors and reports on airline rates and charges.

Monitors accounting operations to ensure compliance with GAAP, IRS, OIG and other regulatory requirements and Airport policies.

Manages and directs the preparation of invoices; timely approval and payment of capital and other contract payment requests.

Maintains the proper documentation and classification of fixed assets.

Monitors capital project payments, tracks sources and uses of funds to ensure proper allocations of funds and compliance with all applicable FAA, local state and other funding source requirements.

Oversees the development and implementation of general policies and procedures regarding the Airport's financial activities.

Provides oversight and direction of the Airport's Information Technology resources to ensure that the Airport's IT infrastructure and services fully meet the Airport's and vendors' operational needs.

Evaluates hardware and software needs and propose solutions to technology needs.

Develops, implements, and enforces technology usage and security policies.

Maintains software licenses and maintenance contracts.

Monitors emerging advanced in information technology and provide solutions to airport staff and vendors.

Oversees the management of airport property.

Ensures that leases are structured to protect the Airport's interests and support a mutually beneficial relationship.

Ensures that properties are maintained in a fashion that will make them attractive to leases while controlling maintenance costs.

Oversees property inspections.

Ensures that sufficient insurance coverage is in place to protect the Airport's interests.

Develops and maintains an organization structure that supports business requirements.

Develops priorities for the direct and indirect reports, establishes departmental budgets, attends to staff development and retention, and allocates staff resources to achieve results.

Must be able to meet work schedule and attendance standards.

Performs all other duties as assigned.

MINIMUM TRAINING AND EXPERIENCE

Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, Aviation Management, or closely related field; supplemented by seven (7) years of progressively responsible professional financial, budgeting or accounting experience, five (5) years of which shall be in a supervisory/management capacity; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Certified Public Accountant, Certified Public Finance Officer or Certified Government Finance Officer certification is preferred. Experience with FAA/FDOT grant requirements as well as reimbursement procedures is strongly preferred. Experience with airport financial requirements, including calculation of airline rates and charges, FAA Airport Improvement Program grant assurances (e.g., revenue diversion, self-sufficiency requirements, unjust discrimination), Transportation Security Administration requirements, federal aviation laws, FAA Airport Revenue Use Policy, Passenger Facility Charge Program regulations and requirements (49 USC 40117) and Federal Securities and Exchange Commission (SEC) rules and regulations for airport debt is strongly preferred. Must be computer literate. Requires a valid driver license.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be physically able to exert up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Must be able to reach, extending hand(s) in any direction. Must be able to handle, seize, hold, grasp, turn or otherwise work with hand(s). Must be able to finger, pick, pinch or otherwise work primarily with fingers rather than with the whole hand or arm. Is exposed to very loud noise level occasionally. Must be able to sit for sustained periods of time. Must be able to move about office and airport complex. May be subject to a certain degree of danger or risk.

Data Conception: Requires the ability to compare and judge the readily observable, functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange information; includes receiving assignments and/or directions from supervisors. Requires the ability to tactfully and effectively interact with the public and with co-workers.

Language Ability: Requires the ability to read a variety of policy and procedure manuals, work orders, logs, technical data, etc. Requires the ability to enter data into computer and prepare reports, correspondence, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Must be able to speak with clarity, voice control and confidence and to articulate information to others.

Intelligence: Requires the ability to apply principles of airport administration and common sense understanding to carry out detailed written or oral instructions; to deal with problems involving variable in situations where standardization exists; to make independent judgments in the absence of supervisor; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical languages used within the parameters of the job.

Numerical Aptitude: Must be able to add and subtract totals, multiply and divide, determine percentages and decimals.

Forms/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape, and visually read various information.

Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment and to operate motor vehicles.

Manual Dexterity: Requires the ability to handle a variety of items including computer keyboards and office equipment, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate between colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under moderate to high levels of stress when confronted with an emergency or tight deadline. Avoids violent behavior and any other type of behavior that could threaten the safety of other employees or the public.
