- Under general direction, performs a variety of specialized and complex tasks relating to development and construction of various, Commission, Housing Authority, County-funded and/or other projects. Contract management for new construction and rehabilitation of residential, community and/or commercial projects. Below are examples of tasks.
Conducts inspections for quality control of routine and complex building systems at various stages of construction, alteration, or repair for residential, community, and commercial projects. Monitors client relations, work activities, production and reviews construction documents. Inspects interior/exterior refurbishment, window replacement, stucco repairs, painting, sound abatement, plumbing, electrical, heating, lead paint abatement, concrete, masonry and under floor areas. Assures compliance of construction activities with specifications, applicable codes, ordinances, and regulations. Prepares scope of work, specifications, estimates, and floor plans for structure remodeling. Reviews plans and specifications for completeness and compliance with County plan check requirements. Assists in developing construction bid packages. Monitors construction progress. Prepares daily inspection activity reports. Prepares and certifies progress payments and change orders. Performs construction close-out activities for completed projects. Performs special investigations. Coordinates utility service installation. Monitors off-site infrastructure construction.
Additional responsibilities include collaborating with various development team members, including owners, design consultants, developers, contractors, and other public agencies. Providing entitlement research and coordination with other County Departments for various projects. Provide regular and timely briefings and project status updates to Management, development teams, Housing Commission concerning all projects in area of responsibility. Perform other related duties as assigned. Regular attendance is an essential job function. Qualifications
- Bachelor's degree in Construction Management, Architecture, Engineering or related field; or equivalent work experience and education. At least five years of experience in a construction-related activity, at least three of which should be in performing construction inspection, superintending, or construction management. Experience overseeing personnel involved in a governmental structure rehabilitation program conducting property inspections and preparing work write-ups, processing disbursements and reviewing construction documents, and resolving disputes between Homeowners and Contractors. ICBO certificates and experience in new construction and rehabilitation inspection are highly desirable. Must be proficient in Microsoft Word, Excel and Project.
Knowledge of applicable State and local building codes and ordinances, construction methods and standards, and California construction contracts and management. Ability to analyze, interpret, and accurately check building plans and specifications; effectively communicate both orally and in writing; evaluate financial information; maintain records and develop fiscal data; and to establish and maintain effective working relationships with staff, architects, contractors, other agencies, and the public.
Possession of a valid California Driver's License, an acceptable driving record, and a reliable insured vehicle are required. A criminal background check will be required prior to appointment. A supplemental questionnaire is required for this position.
