Description
The City of El Segundo is seeking an experienced and dynamic Senior Plan Check Engineer to be part of our Building & Safety team, the likes of which serves a beautiful and transforming community. Discover what makes the City of El Segundo an amazing place to work! The Department of Planning and Building Safety consists of a Building Safety Division and a Planning Division. We work on complex and interesting projects including creative offices, sport training facilities, Chevron refinery, retail buildings, office campuses, hotels, residential developments, and tenant improvements of all sorts. The diversity of projects provides an opportunity to work with an integrated approach, both with the public and inter-departmentally.
Minimum Qualifications:
A bachelors degree in Civil Engineering and five (5) years progressively responsible experience checking construction plans of commercial, industrial, and residential structures, or an equivalent combination of education and experience. Registration as a Professional Engineer in the State of California is required. Additionally, due to the performance of field duties, a valid California driver's license is required.

Benefits:
The Senior Plan Check Engineer is a full-time professional position in the City's Supervisory and Professional Employees' Association (SPEA)*. In addition to the stated salary, the City provides the following benefits package: CalPERS retirement (2% @ 60 for "classic" members and 2% @ 62 for "new" CalPERS members); $1200.00 (PEMHCA) Medical contribution; fully paid optical/dental/Life and AD&D insurance; $50,000 life insurance policy.

Testing Process:
The testing process will consist of a structured, technical oral interview (weighted 100% for eligible list placement). Candidates who pass the selection process are placed on an eligibility list in ranked order. Eligibility lists are normally valid for one year. The list may be extended to fill subsequent vacancies.
All new hires must successfully complete a one-year probationary period to obtain permanent status in this position.
Definition: Under general direction of the Building Official, the Senior Plan Check Engineer reviews and approves complex plans and projects; ensures compliance with City and state ordinances, building codes and technical engineering practices; provides technical assistance to staff and the public; reviews development projects, reports, agreements, studies, and maps; trains and provides work direction and guidance to building staff; performs assigned projects as needed.Essential Job Functions

Characteristic Duties and Responsibilities:
Responsible for monitoring, assessing, coordinating, and "trouble-shooting" the overall plan check process so that it is operating efficiently.
Examines plans and specifications for the construction, alteration and repair of residential, commercial and industrial buildings and structures; ensures that plans meet the requirements of related building codes, regulations and restrictions; indicates corrections of structural deficiencies where required; conducts field inspections to ensure compliance.
Responds to verbal and written inquiries; works at the public counter and responds to questions related to building codes; provides technical assistance and coordinates plan check activities with other City departments, external engineers, architects, and contractors, outside agencies, and the public; interprets and explains requirements and restrictions relative to building codes,
ordinances, regulations, policies and procedures; develops alternative methods to comply with requirements and restrictions; may inspect city facilities.
Prepares comprehensive correction lists; reviews structural and energy design calculations; maintains files and records of specifications, calculations and other pertinent information related to submitted plans; ensures compliance with all federal and state requirements.
Reviews and determines fees associated with development projects; issues permits.
Qualifications
Knowledge, Skills and Other Characteristics:
Knowledge of the principles and practices of structural and civil engineering.Knowledge of construction methods and materials.
Knowledge of the California Building Standards Code and related laws, ordinances, rules, regulations, policies and procedures, including disabled access requirements, energy and environmental standards and the like.
Skill reading and interpreting plans, blueprints and specifications.
Skill interpreting and applying related laws, ordinances, rules, regulations, policies and procedures.
Skill conducting field investigations.
Skill communicating effectively both orally and in writing.
Skill meeting the public in situations requiring diplomacy and tact.
Skill establishing and maintaining effective working relationships with other department staff, other City employees and the public.

Typical office environment.
Licensing/Certification Requirements:
Registration as a Professional Engineer in the State of California.Certification by the International Code Council (ICC) and California Building Officials (CALBO) as a Building Plans Examiner within twelve months of hire.
Due to the performance of field duties that may require operation of a City vehicle, must possess and maintain a valid California driver's license along with an acceptable driving record.
