Description
- The Finance Department is responsible for financial management, risk management, and information technology. Specific duties include budgeting, accounting, health benefit management, worker safety programs and insurance, procurement, fleet and records management, and treasury services for the county and numerous independent districts. The successful applicant will work with other talented, professional staff who are committed to meeting the highest principles of public service. Position Summary
- NATURE OF WORK
The successful applicant will serve as a high-level administrator and can look forward to providing oversight and support for grants obtained by County departments from federal, state, and non-governmental entities. Work includes identification of grant opportunities and oversight of countywide internal processes and policies related to grant application and administration, including fiscal procedures, compliance, and performance.
ESSENTIAL FUNCTIONS
OUR NEXT SUCCESSFUL TEAM MEMBER WILL...- Administer policies and procedures in accordance with state, federal, and organizational guidelines. Plan, coordinate, and manage County grant seeking and implementation activities.
- Develop grant oversight plans, objectives, and strategies. Determine appropriate implementation and monitor progress.
- Analyze changes in regulations and their impact on cost reimbursements and financial operations. Work with program, accounting, budget, and financial system staff to ensure appropriate tracking of grant revenues and expenditures.
- In conjunction with the Internal Auditor, develop and manage processes to ensure compliance with federal, state, County, and sponsor regulations and requirements.
- Develop and maintain best practices related to the fiscal management of grants in the County's financial system. Provide grant-specific financial management training and support to department personnel/financial analysts.
- Provide highly responsible administrative assistance to Finance Department and with County department staff and leadership; including problem resolution and communication pertaining to grants and awards sought and/or received by the County.
Qualifications
- RECRUITING REQUIREMENTS
Minimum Recruiting Requirements to Apply:- Bachelors' degree in business administration, public administration or any other related field.
- Five or more years of experience in a grant administrator, manager, or analyst role; or
- Any equivalent combination of education and experience that demonstrates the knowledge, skills, and abilities to perform the essential functions of the position.
Knowledge of:- Applicable federal, state and local laws, rules, regulations, policies, and procedures.
- Principles and practices of public administration, planning, coordination, contracting, budget preparation, monitoring, and evaluation pertaining to grant seeking, application, and implementation.
- Governmental grant and accounting policies and procedures.
- Management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
- Experience in contract development and implementation.
- Use of independent judgment and effective decision-making in the application of a wide variety of laws, policies, and procedures and in effective problem-solving.
- Interpersonal communications.
- Written and verbal communications and presentations.
- Goal and objective setting.
- Use and operation of personal computer, word processing, and related spreadsheet material.
- Represent the Department and work with County department leadership and program managers in a manner that is consistent with department policies, mission, and values.
- Analyze and interpret findings; prepare comprehensive reports, procedures, and other correspondence.
- Negotiate and problem solve.
- Express ideas clearly and concisely, both verbally and in writing.
- Establish and maintain cooperative and effective working relationships with co-workers, County department staff, public and private officials, consumers, advocacy groups, professionals, and the general public.
- Work independently with minimal supervision and as part of a team.
- Make verbal presentations to a variety of groups of diverse backgrounds.
- Understand and follow instructions.
- Ability to successfully complete all required background investigations prior to employment.
- A valid Washington State driver's license may be required when travel is required of the position.
