The Department of Corrections is seeking a highly motivated and qualified individual for the position of Wastewater Treatment Plant Operator 3 (WWTPO3) at Cedar Creek Corrections Center.  Consideration will be given for appointment at the Wastewater Treatment Plant Operator 2 level In-Training to Wastewater Treatment Plant Operator 3.

This position manages, maintains, and operates the Compost and Recycle programs as well as helping to manage, maintain and operate a Group 3 Tertiary Wastewater Treatment Plant in compliance with the Department of Ecology (DOE), Thurston County Environmental Health, and the Environmental Protection Agency National Pollution Discharge Elimination System requirements. This position supports the Department of Corrections (DOC) mission by maintaining compliance with DOE permit requirements for this facility to operate the composting program wastewater treatment plant.  This position also manages and provides a safe potable water system from three individual ground water wells.

CCCC is a 480 bed male facility. The facility is located in the Capital Forest 20 miles south of Tumwater. CCCC is co-located with the Department of Natural Resources and is a minimum security facility. This facility houses minimum security offenders and offers treatment, work and vocational programs to help ready offenders to transition back into the community. CCCC is a sustainability prison; some of the many programs include: rehabilitation of ailing Western Pond Turtles, raising bees, training service dogs, gardening, and composting. The site includes two living units, a health clinic, education buildings, a gymnasium and support facilities. All offenders work at this facility either on an off-site work crew or within the facility grounds.

Responsibilities


Duties of this position include:

  • Performing the necessary tasks associated with the Department Sustainability goals.
  • Plans, schedules, supervises and performs the operation and maintenance of the wastewater treatment plant and potable water system; supervises unskilled and skilled workers/adult male offenders at Cedar Creek Corrections Center.
  • Instructs operating personnel in proper operating and maintenance methods and procedures relating to wastewater treatment plant conditions and processes.
  • Directs, performs and records physical and analytical tests as required by regulatory agencies and applicable permit requirements. Maintains Laboratory accreditation for all DOE/DOH.
  • Coordinates with contractors,engineers, vendors, maintenance personnel and other agencies to ensure the uninterrupted operation of the water and wastewater treatment plants.
  • Performing all necessary preventative maintenance tasks.
  • Other duties as assigned.

Tasks involved with the above duties include:
  • Supervising and training adult male offenders in the practices associated with vegetable gardening, food waste and biodegradable material composting, bio-solid composting, vermiculture/worm farming and various other tasks associated with the Department Sustainability Goals. These Goals include supporting National and International endangered wild life species.
  • Collect and record detailed information using data form utilities, fuel, water, waste and recycle.
  • Using the procurement process for purchases.
  • Conducts, instructs, and supervisors others in testing and monitoring influent materials, sampling materials, operating various lab equipment, training and record keeping, inspecting and performing practical wastewater treatment plant operations.
  • Monitoring operation systems and making process control changes. Using available resources to research costs of replacement equipment items and preventative maintenance needs.
  • Directs, performs and records physical and analytical tests as required by regulatory agencies and applicable permit requirements. Maintains Laboratory accreditation for all DOE/DOH.
  • Gathering water samples from various distribution sites. Taking samples in to the health department. Recording sample data. Reporting analytical data.
  • Checking pumps, changing pumps, Checking and maintaining sand filter, Checking and servicing clarifier.
  • Checking chemical feeder for proper injection. Checking and servicing all moving parts and automated systems.
  • Escorting offenders to and from work, training and mentoring offenders, assisting Plant Manager with various tasks and details. Attend meetings as necessary.

Qualifications


Required Qualifications:

To qualify at the Group 3 level:

  • Certification by Department of Ecology as a Group 3 Wastewater Treatment Plant Operator.
  • Washington State Certification of Competency issued by the Department of Health as a Water Distribution Manager 1 and Cross Connection Control Specialist Certification achievable within 13 months of hire.
  • Facility Compost Operator Certification that meets the Department of Ecology training requirements within 12 months of hire.
To qualify at the Goup 2 level:
  • Certification by Department of Ecology as a Group 2 Wastewater Treatment Plant Operator.
  • Washington State Certificate of Competency issued by the Department of Health as a Water Distribution Manager 1 and Cross Connection Control Specialist achievable within 13 months of hire.
  • Facility Compost Operator Certification that meets the Department of Ecology training requirements achievable within 12 months of hire.

Preferred/Desired Qualifications:
  • 2 or more years training, supervising, educating and mentoring adult male offenders in a prison setting.

The successful candidate will be required to maintain certifications
