Position Summary
This position is responsible for analysis of business solution definitions, technical recommendations, development and testing in support of technical initiatives and strategies. The Systems Analyst/Developer ensures development of products and services for customer requirements are within the specified definitions. The Systems Analyst/Developer position requires strong business skills and is responsible for reviewing, analyzing and modifying systems including encoding, testing, debugging and installing to support application systems. Responsibilities also include analysis and development of applications, databases, interfaces and reports.

Elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis.
Provide technical expertise and recommendations in assessing new IT software projects and initiatives to support and enhance existing software systems.
Make recommendations on custom applications requested by County departments. Provide assistance and advice to business users in the effective use of applications and information technology.
Analyze information needs and functional requirements and provide the following deliverables as needed: Functional requirements (Business Requirements Document), Use Cases and Interface Designs.
Critically evaluate information gathered from multiple sources, reconcile conflicts, translate high-level information into details, elavate low-level information to a general understanding, and distinguish user requests from the underlying true needs.
Serve, or assist as needed, as the liaison between departments in resolving IT software issues.
Investigate and resolve application functionality related issues and provide support and troubleshooting of County Applications.
Troubleshoot technical issues and identify modifications needed in existing applications to meet changing user requirements.
Identify opportunities that can improve efficiency of business processes.
Analyze and develop applications, databases, interfaces and reports.
Lead development and testing efforts ensuring issues are identified, tracked, reported on and resolved in a timely manner.
Assist in managing an outsource relationship for 3rd party application development and programming consultants.
Provide SQL administration in live and test environments.
Verify database and data integrity.
Write technical procedures and documentation for new and existing applications including operations, user guides, etc.
Particpate in after hours on-call rotation.
Demonstrate a commitment to county safety and risk management efforts.Qualifications

Technical Skills- Extensive knowledge of data processing, hardware platforms, and enterprise software applications.
- Technical experience with systems, databases, Web development, and user support.
- Strong background in Data Base design in Microsoft SQL.
- Background in Microsoft .NET, Visual Basic, Excel, Word, Outlook and HTML.
- Good working knowledge skills with Microsoft Office Products.
- Working knowledge of project management skills with effective results focus within an information systems environment.
- Strong analytical and problem solving skills.
- Experience in the development and implementation of standards, procedures and guidelines to support operational processes.
- Self-motivated with the ability to prioritize, meet deadlines, and manage changing priorities.
- Proven ability to be flexible and work both independently and in a team environment.
- Willing to work occasionally outside of normal business hours.
- Excellent English oral and written communication skills.

Bachelor's degree or formal preparation equivalent to a four-year program, and three to five years of relevant prior experience required but six to eight years is preferred. Proven experience in ability to calculate figures and amounts such as discounts, interest, proportions, percentages as well as ability to apply basic algebra and geometry concepts to calculate area, circumference, volume and /or land measures.
Certificates, Licenses, Registrations and Other Special Requirements
Valid Wisconsin driver license.
Proof of minimum auto liability insurance coverage.
Must be able to provide a reliable personal vehicle to be used for travel between county locations on a daily basis.
This position will participate in an on-call rotation which provides 24-hour, 7 day a week, 365 days technical support to maintain systems uptime.
Interactions and Communications
Provide specialized information and/or recommendations to others regarding an area of expertise. Ability to communicate effectively, both orally and in writing, with technical staff, vendors, consultants and non-technical users of the Information Systems' services. Ability to prepare and present, both orally and in writing, new system proposals including system design and programming estimates.

This position has authority to make decisions that are consistent with policies and precedents; supervision and managerial direction is available as requested. These decisions directly impact performance in the job and/or the work unit within the department and information is provided with additional research and observations which contributes to the decision making process. Ability to analyze complex business procedures and system difficulties in order to assure complete problem resolution.

In relation to established procedures, protocols and policies of the County, challenges in this position tend to be diverse, but are typically covered by precedent or established practice. Ability to assess and communicate project status, conformance with standards, design integration and work estimates.
Tools & Equipment Used
Proficiency in personal computers and data communication hardware.
The noise level in the work environment is usually quiet.
