Description
Under general supervision (III), or general direction (IV), incumbents provide clinical or administrative psychiatric behavioral health services in a multi-cultural, multi-disciplinary environment through the use of short-term therapy (individual and group), case management, interagency collaboration in an ambulatory care setting.
PAYROLL TITLES: Behavioral Health Clinician III/IV
APPROXIMATE SALARY:
Behavioral Health Clinician III: $2,092.83 - $2,931.52 biweekly
Behavioral Health Clinician IV: $2,196.55 - $3,077.31 biweekly
EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.
BILINGUAL INCENTIVE: Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency examination with a score of seventy percent (70%) or higher.
AGENCY/DEPARTMENT: Health Care Agency – Behavioral Health
Behavioral Health Clinician III/IV are represented by the Service Employees' International Union (SEIU) and are not eligible for overtime compensation.
NOTE: These classifications are within a bargaining unit that is subject to an agency shop arrangement which mandates a Regular employee to either join Local 721 of SEIU and pay dues as a member OR either pay a service fee to Local 721 or direct that an amount equivalent to the service fee be distributed to a qualified charitable organization.
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Intermittent, and Extra-Help vacancies within the Health Care Agency. There are currently six (6) Regular vacancies.
NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Duties may include, but are not limited to the following:
- Independently assesses, evaluates and provides mental health services including individual and group therapy/counseling, rehabilitation, crisis intervention and case management services for persons with serious mental illness or youth with serious emotional disturbance utilizing culturally-sensitive, client/family-centered, strength-based, short-term, evidence-based, wellness and recovery models of service delivery.
- Independently completes clinical documentation and maintains productivity according to department standards with minimal administrative oversight.
- In collaboration with other members of the multi-disciplinary team, including consumers, family members, and medical providers, participates in the development of treatment plans, coordinates treatment (including referral to a higher level of care, if needed), case management, relapse prevention and discharge planning.
- Collaborates on behalf of the consumer/family with other support services provided by health care, social services agencies and community organizations.
- Participates in training on various topics such as cultural competency, clinical practice, compliance, treatment planning, case management, co-occurring disorders and substance abuse.
- May provide clinical supervision to unlicensed clinicians and student interns within the context of licensure, in keeping with BBS regulations and according to applicable Ventura County Behavior Health (VCBH) policies.
- Performs other related duties as required.
Typical Qualifications
These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, and EXPERIENCE
A Master's degree in Social Work with an emphasis on Clinical Social Work from a college or university approved by the California Department of Consumer Affairs, Board of Behavioral Science Examiners (BBS);
AND
Must possess and maintain a valid California License as a:
Clinical Social Worker (LCSW)
AND
A minimum of three (3) years (2 must be post-master's) experience for the BHC III level, or four (4) years post licensure experience for the BHC IV level, working in an acute setting, residential setting for Seriously Mentally Ill (SMI) Adult or Seriously Emotionally Disturbed (SED) youth or outpatient public mental health setting providing mental health services to Transitional Aged youth (TAY), adults or older adults with serious mental illness or youth with serious emotional disturbance and their families.
OTHER REQUIREMENTS:
Special Requirements:- Incumbents are required to maintain a LCSW (Licensed Clinical Social Worker) license with the California Board of Behavioral Sciences as a condition of continued employment.
- Related work experience with a multi-cultural client population and Spanish-English bilingual skills, required.
Certain positions (both levels) may require work experience with specific age groups such as children, adults, or older adults and/or related service types. Some positions may require some evening hours and weekend coverage.
Knowledge, Skills, and Abilities:Thorough knowledge of: the diagnosis, assessment, prognosis, treatment, rehabilitation and case management for persons with serious mental illness, alcohol and drug issues, co-occurring disorders and/or youth with serious emotional disturbance; ability to independently apply effective therapeutic techniques and modalities; thorough understanding of psychosocial and cultural factors affecting mental health and service delivery; and thorough understanding and application of administrative procedures related to the delivery of mental health services, and Medi-Cal, state and federal mental health programs descriptions, treatment benefits, application procedures, etc.
Ability to: establish and maintain effective working relationships with others as part of a multi-disciplinary, multi-cultural team; assess, treat and manage cases for an ethnically diverse population with mental illness and their families; communicate effectively in writing and orally, including public speaking; efficiently organize time and workload responsibilities; effectively utilize agency and community resources; conduct group meetings, interpret and explain laws, rules and regulations to other staff, clients, family members and the public; and help implement state, federal and County mental health programs.
