SALARY: $64,337.56 - $78,538.33 Annually
Plus $5986.24 additional cash allowance annually
We are accepting applications to fill vacancies in Santa Barbara. The current vacancies are in the Planning and Development Department. We are also establishing an employment list for future vacancies in Santa Maria.
IDEAL CANDIDATE:- Bachelor's degree in architecture or civil engineering
- Experience in building design, construction, or inspection
- Certificate in electrical, mechanical, and plumbing in commercial and/or residential
Examples of Duties
- Review building, electrical, mechanical and plumbing plans and support documents of residential, commercial, industrial and assembly buildings for compliance with the applicable codes.
- Makes physical inspections of residential, commercial, industrial and other complex structures and related installations for compliance with the applicable codes.
- Conducts code enforcement investigation and process cases to resolutions.
- Confers with architects, engineers, contractors, owners, and other construction industry professionals on code related issues as needed.
- Provide expert advice to the Building Official and staff in the field of specialty.
- Assist the public on the phones and permit center and prepare approve work of permit issuance.
- Reviews and applies fees on building and grading plans and permits at public counter; reviews, coordinates, and performs simple to complex plan reviews; answers simple to complex code inquiries from the public and other departmental staff members.
- Prepares written corrections, reports and letters on plan review and inspection conducted and code enforcement cases. Learn and apply computer software in documenting plan check, inspection and code enforcement corrections, and actions and to track time spent.
Employment Standards
I.C.C. or DSA Certification in Commercial Building and,
- Possession of an Associate of Arts or Associate of Science degree in building construction inspection; and two years of public agency building inspection experience; or,
- two years of experience performing duties equivalent to the class of Building Engineering Inspector II with Santa Barbara County; or,
- a combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge, abilities, and certification.
- I.C.C. or DSA Certification in one of the specialized fields of commercial electrical, commercial plumbing, or commercial mechanical, must be obtained within one year of appointment.
- Possession of a valid California Class C Driver's License is required at the time of appointment.Incumbent will be traveling throughout county sites.
Ability to: read and interpret plans and specifications; perform basic engineering calculations; keep records and prepare reports; establish and maintain effective relations with building contractors, their workers, and the public; perform complex inspections related to building and other related code violations; evaluate and take appropriate enforcement procedures to resolve violations; effectively prepare case documentation; use a computer; learn software programs; determine and negotiate remedies for housing deficiencies; coordinate enforcement with other agencies.
Work environment: Works indoors and outdoors; exposure to extreme hot or cold temperature; exposure to marked changes in temperature/humidity; exposure to dust, fumes, smoke, gases, odors, mists, or other irritating particles; exposure to slippery or uneven walking surfaces; exposure to vibration.

SELECTION PROCESS:
- Application Review.Review applications to determine those applicants who meet the employment standards.
- Application Ranking. Applications that meet the employment standards will be evaluated and scored. Candidates' final score and rank on the eligibility list will be determined by the information provided on their application based on the ideal candidate statement. This process may be eliminated if there are fewer than eleven qualified candidates.
Applicants must receive a percentage score of at least 70 on the application ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive an email notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list. The Human Resources Department will notify you by mail if your name is removed.
