Job Summary
Under the direction of the Chief Human Resources Officer, this position will be primarily responsible for directing and managing the following HR functional areas: classification and compensation, workforce planning, performance management, reward and recognition and diversity and inclusion. The incumbent will also assist in other functional areas and provides professional support to the Chief Human Resource Officer in strategy development and the creation of short and long terms goals.
Primary Functions
- Manages and leads the development and implementation of Port's classification and compensation programs and plans, studies and surveys. Responsible for policies and procedures related to staffing and compensation. Makes salary and classification determinations based on sound judgment through market research and internal methodologies. This position is responsible for developing job descriptions and conducting job analysis and evaluations.
- Responsible for developing and managing the Port's performance management program and performance based compensation program. Counsels and advises supervisors regarding performance management and compensation issues. Manages and develops the Port's rewards and recognition programs.
- Manages workforce planning including strategic oversight of the Port's recruitment and selection programs. Responsible for the Port's staffing budget and advises CHRO and CEO on staffing impacts.
- Develops the organization's Diversity and Inclusion Program and strategies that enhance diversity at the port, including training and coaching.
- Makes program and policy recommendations that will support the organization's goals and objectives and enhances the effectiveness and efficiency of human resources.
- Other special projects as assigned.
Required Education and Experience
The minimum education requirement is a Bachelor's Degree, preferably in Business with an emphasis in Human Resources or related discipline.
Previous job experience required includes a minimum of seven (7) years of progressively responsible experience developing, managing and executing classification and compensation programs, performance management programs or reward and recognition programs. Must have demonstrated experience working with evaluation systems, human resources policies and procedures related to classification, compensation, salary administration, and position management.
Experience in the public sector and working with Collective Bargaining Agreements is preferred. Certified Compensation Professional (CCP) and/or SPHR strongly preferred.
Additional Requirements
Knowledge of:
State, local and federal employment laws; classification and compensation programs and systems, and performance management programs; and understanding of practices and principles of general human resources functions, policies and procedures.
Skilled in:
Developing and administrating classification and compensation programs and systems; creating performance management processes and programs that support the Port's goals; performing job analysis, market research, and developing job descriptions; record-keeping and development of reports, correspondence and statistical analysis for reporting purposes; development, implementation and interpretation of policies and procedures; developing effective workforce planning strategies that will meet current and future talent/staffing needs; making classification and compensation decisions based on established methodologies and best practices; and writing and interpreting policies, procedures.
Ability to:
Influence and maintain effective working relationships with all departments and employees in a team-oriented environment; deal with conflict in a professional and strategic manner; facilitate/coach and provide guidance in addressing and resolving human resources issues; exercise independent judgment, discretion and confidentiality; use technology to effectively and efficiently manage Human Resources programs; effective self-management skills and ability to organize, set priorities, and multi-task under tight timelines and stressful situations. Must have strong verbal, written, analytical and interpersonal skills, including demonstrated ability to deal with sensitive human resources issues with tact and diplomacy.
