The Colorado Department of Human Services, Office of Performance & Strategic Outcomes, Division of Quality Assurance and Quality Improvement (QA/QI), Administrative Review Division.

The Division of Quality Assurance and Quality Improvement (QA/QI) is committed to:

  • Maintain independence from the program under review.
  • Examine practice on a routine basis.
  • Utilize a sampling methodology to determine what is reviewed.
  • Utilize standardized tools to examine practices.
  • Ensure that the tools have been deemed reliable and valid.
  • Ensure that staff who conduct the quality assurance review are trained in the tool and that inter-rater reliability exists.

ADMINISTRATIVE REVIEW DIVISION

The Administrative Review Division's (ARD) vision is to create a safe and promising future for children and at-risk adults. Our mission is to strengthen the communities, families, and systems that work to make that future possible. As a neutral, third party, we do this by facilitating reviews, gathering and analyzing data, publishing research, and providing training and technical assistance to effect change in practice, policy, and programs that lead to improved outcomes for Colorado's children and at-risk adults.
 
Colorado's Administrative Review Division (ARD) serves as an independent third party review system under the auspices of the Colorado Department of Human Services. The ARD manages quality assurance and quality improvement programs for Colorado's child welfare and adult protective services systems. Specifically, the ARD is the mechanism responsible for the federally required Case Review System and a portion of the Quality Assurance System for both the Division of Child Welfare and the Division of Youth Corrections. Additionally, the ARD conducts quality assurance reviews of Adult Protective Services cases.
 
With an ultimate passion of providing permanency and well-being for Colorado's children, and the safety and protection of at-risk adults, the Administrative Review Division works closely with Colorado's counties to train, measure and assess their adherence to State and Federal regulations. Such regulations are in place to help prevent unnecessary moves for children in foster care and to assess (and encourage) that the needs of the families', children, and at-risk adults are being appropriately addressed.
 
Specifically, the ARD is the mechanism responsible for:

  • Child and Adult Maltreatment Dispute Review Section

Description of Job

This position will provide independent third party review and quality improvement processes for Colorado's Adult Protective Services (APS) system. These reviews and quality assurance processes include reviews of APS reports and cases. The APS Quality Assurance Process is being created in order to provide oversight and supervision of the county supervised delivery of APS services to at-risk adults. In determining the need for the quality assurance process, staffing models, and organizational structure, the APS quality assurance process was modeled directly after the current child welfare qualitative case review system managed by the Administrative Review Division. As such, this staff will be functionally equivalent to the existing Compliance Investigator II positions that conduct Administrative and Qualitative Case Reviews within the child welfare system.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:

Education and Experience:


Bachelor's degree from an accredited institution in social work, psychology, sociology, criminology, criminal justice, criminalistics, law, or a field of study closely related to the work assignment.  This position shall require a Bachelor's degree with an equivalent of thirty (30) semester or forty-five (45) quarter hours in human behavioral sciences or health care related courses, such as, social work, sociology, psychology, psychiatry, gerontology, nursing, special education, family intervention techniques, diagnostic measures, therapeutic techniques, guidance and counseling, criminal justice, other human behavioral sciences, or a medical field relevant to the APS program and/or at-risk adults.

AND

Two years of professional human services investigative experience:

  • Conducting adult abuse and/or neglect, exploitation, mistreatment, or  self-neglect investigations for at-risk adults, provision of on-going adult protection for at-risk adults, or supervision of professional social caseworkers in adult protective services
  • Working knowledge/experience utilizing Volume 30 Regulations and Colorado Statutes for Adult Protective Services
  • Demonstrated experience reading and evaluating multiple volumes of typed and/or handwritten case materials on a daily basis; and
  • Possess intermediate computer skills to enter information into various databases, produce reports, and email information to colleagues and others.

Preferred Qualifications:

  • Demonstrated working knowledge and experience utilizing the Colorado CAPS computer program.
  • Exceptional communication skills, including demonstrated success in developing curriculum and providing training.
  • Preference will be given to candidates who possess a graduate-level degree from an accredited college or university in in criminology, criminal justice, criminalistics, law, social work, psychology, or sociology.
  • Completion of APS training academy through the state of Colorado
  • Attended mandatory investigation training
  • Prior quality assurance experience
Highly Desirable Knowledge, Skills, and Abilities
  • Demonstrated working knowledge and understanding of federal and state law and how it applies to the administrative review process;
  • Ability to conduct reviews which may substitute for court reviews, and work directly with the county to develop and operate a combined Administrative Review 6-month periodic review process;
  • Ability to act as a liaison between the judicial district, county department, region, and state;
  • Ability to derive logical conclusions from available information, utilizing a combination of judgment and formal guidance, in order to determine if departmental objectives have been met;
  • Ability to effectively communicate in both written and oral format to prepare and present review findings and provide technical assistance;
  • Ability to set and prioritize workload, identify short- and long-term goals and develop strategies to achieve them; and


Conditions of Employment

  • Candidates must possess a valid Colorado Driver's License upon date of hire and maintain throughout employment in this position.
  • Candidate must be willing and able to travel throughout the State to assigned areas on a daily basis.
  • Candidates must pass a Colorado Background of Investigation background check, a Federal Bureau of Investigation background check, and drug screen prior to start date with the Department.

Substitutions:

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

A Master's degree from an accredited college or university in social work, psychology, sociology, criminology, criminal justice, criminalistics, or law may be substituted for the Bachelor's Degree.
