The Research and Evaluation Section of the Department of Behavioral Health is recruiting for a DBH Health Systems Analyst I* who develops health data analytic systems, functions, processes, and creates structured outputs, including reports and metrics according to evaluative standards. Duties include identifying, gathering, analyzing, and documenting health analytic system requirements; translating work processes into business and functional requirements; facilitating complex and technical trainings of non-technical staff; performing cost/benefit analysis, project justifications and program evaluations; and developing funding requests and assisting with Requests for Proposals.
The Research and Evaluation (R&E) Section is a behavioral health information work group responsible for providing data analysis and evaluation for administration and treatment programs. Data governance projects include the design and development of a fully integrated clinical information system with reporting, dash boarding, data warehouse, and data mining functionality. Evaluation projects include both the standardized and customized evaluation design, implementation, and analysis utilizing mixed methods to evaluate behavioral health services and programs. The main goal of R&E is to use both quantitative and qualitative organizational and clinical data for comprehensive evaluation of the service delivery system in order to maximize both efficiency and effectiveness, resulting in the best behavioral health services possible to consumers.

CONDITIONS OF EMPLOYMENT
Background Check: Applicants must pass a background investigation, which includes fingerprinting and credit check, prior to appointment.
Travel: Travel throughout the County may be required. Employees will be required to make provision for transportation (mileage reimbursement is available). At the time of hire, a valid California driver license and proof of automobile liability insurance must be produced for the individual providing the transportation. Minimum Requirements
- Education: Thirty (30) semester (45 quarter) units of college coursework, half which must be upper division, in the following areas: information technology, business administration, applied mathematics, applied statistics or a closely related field. A list of coursework must be attached, unless you have a Bachelor's degree in a qualifying field.
-AND-
Experience: One (1) year of experience performing statistical analysis, including requirements gathering, end user acceptance testing, process mapping, workflow diagramming, documenting business rules, feasibility studies, and cost/benefit analysis. Experience must include training or teaching complex concepts to others.
An equivalent combination of training, education, and qualifying experience may be considered. Desired Qualifications
- The ideal candidate will have experience working with Excel and SAS software, as well as commercial healthcare insurance or healthcare state or federal policy.
