- Seeking an experienced IT professional to Join a County Dedicated to Behavioral Wellness Transformation
Salary: $73,050 - $93,392 Annually
(Negotiable depending upon experience)
The Department of Behavioral Health (DBH) strives to provide a progressive system of seamless, accessible and effective services that promote prevention, intervention, recovery and resiliency for individuals, families and communities. The Information Technology Division of the department is recruiting for a Management Information System (MIS) Project Manager* to manage the implementation of a new, integrated Behavioral Health Electronic Health Record and Billing System. The MIS Project Manager will develop and monitor project plans, manage both internal and external resources, and serve as the advisor and liaison to the Executive Committee, County departments, Behavioral Health staff, Contract Providers, and Information Technology staff involved with this project.
The MIS Project Manager will also plan and manage the transition from the current billing system to the new Electronic Health Record/Billing System software; identify, analyze, specify, and manage organizational and system requirements; identify project risks and provide appropriate solutions and recommendations; communicate regularly with the committee regarding appropriate research and information needed to make decisions or project modifications; and ensure that timelines are met and that project costs remain within budget.

CONDITIONS OF EMPLOYMENT
This is a contract position which does not attain status as a regular County employee.
Background Investigation: Applicants must pass a background investigation, which includes fingerprinting, credit check, and/or medical exam, prior to appointment. Work Location: San Bernardino County Department of Behavioral Health, 303 E. Vanderbilt Way, San Bernardino, CA 92415. Work Schedule: The work schedule is based on a five-day, 40-hour week, but requires flexibility to accommodate the needs and demands of the project. Minimum Requirements
- Education: Thirty (30) semester (45 quarter) units of completed college level coursework in Information technology, business administration or a closely related field. Submit a list of coursework unless a bachelor's degree has been conferred in a qualifying field.
-AND-
Experience: Three (3) years of experience performing business systems analysis and one (1) year managing IT related projects, while leading IT staff.
An equivalent combination of training, education, and experience may be considered. Desired Qualifications
- The ideal candidate will have a Project Management Professional Certification and be highly focused, organized, and an effective leader who is capable of managing and prioritizing multiple tasks. The ideal qualifications would consist of a combination of education and experience commensurate with the responsibilities of the position and would include a bachelor's degree in Public or Business Administration, Information Management, Accounting or other relevant field of study, and five (5) years of professional level Project Management experience in a large and complex information system, preferably with experience in healthcare project management.
