Who We Are
Metropolitan Council is seeking to fill the vacancy for a Real Estate Appraiser. Preference will be given to applications submitted by May 15, 2018. This position is open until filled.

The best qualified candidate(s) will have current experience performing market valuations in accordance with local, State and Federal policies and procedures. She or he must have experience in reviewing single family, multi-family, agricultural, industrial and commercial properties done under Uniform Standards Professional Appraisal Practice (USPAP) regulations. Excellent communication and writing skills. The person in this role will work across multiple divisions of the Metropolitan Council and will work closely with two of our major divisions: Environmental Services and Metro Transit.About Us:

- Perform market valuations to determine just compensation in accordance with local, State and Federal laws, policies, and procedures
- Review appraisal reports to determine appraisal report meets the Uniform Standards of Professional Appraisal Practice (USPAP) and federal requirements.
- Analyze and provide valuation advice on real properties to determine fair market value
- Conduct research on land valuation and market trends to assist in best asset management practices
- Other duties as assigned and related to the position
What education and experience are required for this job (minimum qualifications):
- You must meet one of the required education and experience.
- Bachelor's degree from a four-year accredited college or university AND four (4) experience in reviewing single family, multi-family, agricultural, industrial and commercial properties done under USPAP regulations
OR- Associate Degree AND six (6) years of experience in reviewing single family, multi-family, agricultural, industrial and commercial properties done under USPAP regulations.
OR- HS Diploma or equivalent AND 8 (eight) years of experience in reviewing single family, multi-family, agricultural, industrial and commercial properties done under USPAP regulations.
Highly Desired Qualifications:- Current Minnesota Certified General Real Property Appraisal License.
- Experience with reviewing and writing Minimum Damage Acquisition reports
- Excellent writing skills with the ability to review, glean, sort, and organize pertinent information from various sources and resources
- Proven ability to prioritize and manage multiple complex projects while meeting demanding timelines
- Strong problem solving and decision-making skills, and effective communication and collaboration skills
- Understanding and experience with State and Federal laws, regulations, and policies affecting land acquisition and disposition for Metropolitan Council
Knowledge, Skills, and Abilities:- Knowledge of appraisal methodologies and techniques for all types of real estate and for governmental purposes
- Knowledge of all aspects of real estate market trends and real estate terminology
- Knowledge of Uniform Standards of Professional Appraisal Practice
- Skilled in MS Word, Excel, PowerPoint, and databases
- Skilled in appraisal report writing
- Skilled and proficient in mathematics
- Ability to communicate and maintain effective working relationships within the office, Departments, Divisions, and property owners
- Ability to appropriately translate property data collected to an accurate value and convey the information to others effectively

Selection Process

Work Environment
Work is performed in a standard office setting. Occasional travel between primary Council work sites in the Twin Cities Metro area. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential duties of the position.
