Position Summary

This position is responsible for exercising sound engineering principles while providing professional knowledge pertaining to the critical operational functions in the Engineering and Construction Divisions.

Position Responsibilities

This position is responsible for the management of contractors and consultant project representatives (RPRs) in all aspects of road, bridge, traffic signal, storm, and wastewater projects from the bidding process through construction in accordance with the project's individual plans and specifications. Act as Owner's Representative regarding work progress, problem resolution, and budget management throughout construction activities for small and medium size projects..

Qualifications

Bachelor's Degree in Civil Engineering or related engineering discipline or a high school diploma plus a minimum of six (6) years experience in construction inspection or project management. This position requires extensive knowledge of Federal, State, and City codes, laws, policies, and ordinances as they relate to transportation, traffic, storm drainage and wastewater construction management. The manager must possess a working knowledge of civil engineering terminology and fundamentals in interpreting specifications and construction documents. The manager must be able to perform calculations to include material and labor estimates, expenses, technical survey data and engineering calculations using algebra, trigonometry and geometry. Must be able to communicate effectively with construction contractors, consultant, and City personnel.

This position requires thorough knowledge of methods for reviewing plans and specifications for compliance with requirements prior to bidding. Considerable knowledge of the Indiana Manual on Uniform Traffic Control Devices and the Indiana Department of Transportation Standard Specifications. Applicant should hold a Successful completion of INDOT construction management and supervision courses and/or APWA construction management courses is desired. Applicant must possess a valid Indiana driver's license.

Independent Judgment

This position requires a high degree of initiative and independent judgement. Critical decisions will have to be made without the guidance or benefit of direct supervision. Decisions can impact the City of Indianapolis, City officials and policies.
