Description

To perform a variety of technical duties and responsibilities in support of the Building Division including process building permit applications and issue permits; provide information concerning building permit requirements, codes, and inspection procedures to contractors, design professionals and the public; check plans for completeness, calculate permit fees, issue over-the-counter building permits and route plans; and, perform related work as required.

The ideal candidate will have a minimum of two years of increasingly responsible experience processing building permit applications and issuing building permits in a California local government agency.

Supervision Received and Exercised:

  • Receives direction from the Chief Building Official and/or Building Inspector Supervisor.
  • May exercise technical supervision over clerical staff.

Examples of Duties

Important responsibilities and duties may include, but are not limited to, the following:

  • Accept, review and evaluate building permit applications for completeness and correctness; review blueprints for completeness and correctness.
  • Review blueprints for completeness and accuracy and check for basic code compliance; verify parcel ownership and check for violations and inspection history.
  • Process over-the-counter residential applications for permits to repair-in-kind building, electrical, plumbing and mechanical.
  • Determine which departments must review applications and route building permit applications to various City agencies and departments to process.
  • Provide information to the public concerning the building permit process requirements, codes and inspection procedures.
  • Assist the public in completing applications for building permits.
  • Receive complaints and handle or route to the appropriate staff to solve.
  • Explain denials of applications, additional requirements and the process for reapplying.
  • Determine building permit fees.
  • Calculate square footage and determine cost-per-square-foot based on use, occupancy and type of construction.
  • Notify applicant when the building permit will be issued or if additional information is required.
  • Issue building permits.
  • Input, access and analyze data using a computer.
  • Maintain records.
  • Prepare weekly and monthly reports.
  • Attend meetings
  • Perform related duties and responsibilities as required.

Minimum Qualifications

Knowledge of:

  • Federal, state and municipal codes, ordinances, and regulations related to building construction, electrical, plumbing, mechanical, heating, and gas installations.
  • Construction drawings and blueprint reading.
  • Building construction types.
  • Inspection methods and procedures.
  • Office practices and procedures.
Ability to:
  • Establish and maintain effective, tactful, positive and fair working relationships with property owners, developers, building contractors and the general public even in occasionally hostile situations.
  • Understand and explain the permit process.
  • Consistently and fairly apply policies, laws, codes, and regulations.
  • Apply the principles of mathematics.
  • Read and interpret building plans and specifications.
  • Review building permit applications for completeness and correctness.
  • Use assessor's parcel map to locate property.
  • Calculate square footage.
  • Access and input data using a computer.
  • Attend work and perform duties on a regular and consistent basis.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
Experience:
  • Two years of increasingly responsible administrative, clerical, or technical experience that involves extensive public contact and document processing.
  • Desirable experience - two or more years of experience working as a building permit technician in a California local government agency.

Education:
  • Equivalent to the completion of the twelfth grade supplemented by education or training in database software, building inspection, urban planning, architecture, landscape architecture, engineering or related courses within one year of employment.  College coursework may be substituted for experience on a year for year basis for up to one year of experience.
  • Desirable education and training - specific coursework related to building inspection, California building codes, permit process review, urban planning or engineering.

License:
  • Possession of, or ability to obtain, a valid Class C California driver's license.

Step 2: Supplemental Responses Applicants must respond to all supplemental questions

Pool of Candidates The City will consider applicants who meet the minimum qualifications for the position and who have provided all requested application materials, including information on training and experience, current resume, and responses to supplemental questions.
 
Step 3: Examination A Performance Examination will be given, weighted at 100% of the candidates score Candidates must achieve a minimum passing score of 70% to be placed on the Register of Eligibles List to be given further consideration for hire. The performance exam will be scheduled when a sufficient group of applicants have applied and initial screening for minimum qualifications results in a qualified pool of applicants to take forward to the Performance Examination. Applicants who are invited to the performance examination will be given a minimum of fifteen days notice of the date, time and location of the examination.
 
Step 4: Final Selection Names of candidates who qualify for placement on the Register of Eligibles List will be forwarded to the hiring department for final interviews based on their performance in the exam. The number of candidates referred for a hiring interview is at the discretion of the hiring department.
