Purpose
This position is responsible for performing a variety of technical electronics duties associated with the analysis, integration, specification, design, calibration, maintenance, and repair of electronic and electromechanical equipment and systems, instrumentation, and controls used in the water treatment process.
Essential Job Functions
Establishes and maintains technical libraries by developing schematics and drawings using various software systems; updates, modifies, catalogs, copies, and distributes technical documentation, drawings, and manuals to management, engineering staff, contractors, and support trades personnel.
Maintains the plant's electrical distribution, lighting, and ventilation systems.
Assists with creating, modifying, and interpreting procurement contracts; consults with private contractors and other city employees to assure quality of work and compliance with applicable regulations and requirements.
Operates, maintains, and repairs field SCADA units.
Operates, maintains, troubleshoots, repairs, and programs variable frequency drives.
Writes control programming logic for multiple pumping operations of variable speed drives.
Integrates new electronic and electromechanical technology into existing electrical and operational controls and equipment.
Applies complex methods and procedures to support management staff in the analysis, integration, specification, design, calibration, maintenance, and repair of electronic and electromechanical equipment and systems used in the water treatment process.
Maintains, calibrates, and operates electrical and electronic test equipment.
Utilizes technical information, schematics, and diagrams, tools, and diagnostic test equipment to isolate and identify malfunctions.
Designs, installs, maintains, and upgrades plant security systems; including card swipe pads, keypads, vehicle sensory, access systems, and video surveillance and recording systems. Troubleshoots, repairs, and calibrates instruments such as transmitters, process controllers, and recorders.
Analyzes installation, circuitry, and operating characteristics of electronic and electromechanical systems.
Adjusts and aligns system sensors, transmitters, amplifiers, power supplies, display devices, controls, transponders, actuators, server computers, and other related components.
Maintains, modifies, calibrates, and inspects a wide variety of test measurement and diagnostic equipment.
Maintains, uses, and repairs sophisticated test equipment including multimeters, ammeters, oscilloscopes, analog loop controllers and calibrators, and thermal monitoring detection and calibration equipment.
Designs, maintains, and calibrates process and control loops including level control, pressure control, flow control, and temperature control.
Tests and troubleshoots solid state electronic systems assemblies and subassemblies, including circuit board level repairs.
Recommends methods to improve equipment performance, technical data, and maintenance procedures; reports hardware and software malfunctions; initiates material deficiency reports on equipment and in technical data; assists in design changes as warranted.
Initiates purchase process for instrumentation, control parts, equipment, and services.
Prepares equipment for unit start-up and provides technical support.
Designs, reviews designs, and implements field modifications of instrumentation and control systems.
Maintains, troubleshoots, and repairs computers, peripheral components, printers, copiers, telephone and intercom systems.
Installs, maintains, troubleshoots, and repairs computer networks, including fiber optic cables and equipment, Ethernet switches, modems, converters, and communication modules, fabricates fiber optic, Ethernet, video, computer, and industrial cable connectors.
Maintains, calibrates, and operates mechanical test equipment.
Maintains, upgrades, repairs, and calibrates emissions monitoring and alarm systems, including chlorine detectors and ammonia analyzers.
Troubleshoots and repairs sophisticated laboratory systems and equipment, including microscopes, centrifuges, microwave balances, and pH meters.
Maintains, calibrates, and operates pneumatic test equipment.
Troubleshoots and maintains specialized plant equipment, including forklifts, welding machines, and electrical systems.
Acts as supervising foreman for other department employees on large electrical/electronic work tasks.
Oversees work and inspects workmanship of work performed by outside contractors.
Performs other related duties as assigned.Minimum Qualifications
Associate's Degree or two years vocational/technical training in Electronic Technology or Instrumentation, Industrial Equipment Control; with two years of electronic control and instrumentation, testing and calibration or mechanical/engineering, municipal water operations experience; or any equivalent combination of education, training, and experience. Must possess a valid driver's license.

Skill in reading, editing, and interpreting technical manuals, diagrams, schematics, and computer logic.
