CLASS Concept:Under the direction of the Director of Legal & General Services, the incumbent in this position directs and oversees the activities and operations of all aspects of purchasing and contract administration of the Housing Authority of the City of Los Angeles. In addition, the incumbent is responsible for developing and implementing agency-wide policies and procedures related to purchasing supplies, materials, equipment; and fiscal compliance of all contracts. Specific responsibilities may include the essential duties identified below.

- Collaborates with departmental executives to: 1) maintain annual procurement plans; 2) provide subject matter expertise in the areas of procurement policy and procedures;
- Provides leadership direction in the solicitation, award, execution, administration, and close-out of contracts to ensure efficient, effective, and timely execution of required activities in accordance with applicable laws and guidelines, while incorporating best practices throughout the process streams;
- Exercises review and approval authority over all phases of the procurement and contracting processes for the acquisition and/or disposition of materials, goods and services; accountable for requisition-to-pay processes;
- Conducts continuous assessments of procurement, operations, and makes appropriate recommendations and improvements when necessary;
- Supervises and trains staff; evaluates performance; promotes and facilitates individual plans for continued professional development; recommends the hiring, firing, promoting, and disciplining of subordinates;
- Drafts and updates, in collaboration with the Director of Legal & General Services or her/his designee, forms of agreement, solicitation documents, and correspondence to serve as standard templates for recurring tasks and routine activities;
- Participates in the selection, design, implementation and upgrade of enterprise support system;
- Develops and delivers procurement training for developmental staff, as well as members of user community;
- Identifies, implements and maintains public-facing, online resources for procurement information and business opportunities to afford the broadest possible outreach for market participation and inclusion;
- Prepares and manages departmental budget(s);
- Exercises review and approval authority over all phases of the contract and procurement process for the provision of materials, goods and services at all levels, from solicitation preparation through contract monitoring, reporting, modification evaluation, audit compliance, and contract closeout for the Authority;
- Reviews procurement and contracting activities to ensure compliance and conformity with applicable Federal, State and local laws, rules and regulations guiding procurement activities;
- Directs the development and administration of contracts; conducts the solicitation, Request for Proposal (RFP), Request for Qualifications (RFQ's) and Invitations for Bid (IFB's) processes;
- Conducts continuous assessments of the procurement and contracting operations and objectives to evaluate their application, efficiency, effectiveness, and suitability to current procurement conditions, and makes appropriate recommendations and improvements when necessary;
- Directs fiscal administration of contracts, including procurement, vendor invoice review and processing;
- Oversees the sale of surplus and obsolete goods and materials;
- Supervises the evaluation of bids and quotations to determine most responsible bidders and makes recommendations based on these determination; and
- Participates in and provides oversight of design, implementation and upgrades to automated procurement and contracting systems within the department.
Minimum qualifications & Requirements
- Qualifications:Bachelors' degree from an accredited college in Finance or Business Administration or closely related field, AND five (5) years of professional level experience in purchasing, contract administration, or an equivalent combination of training and experience.
Superior knowledge of:- Principles and practices of governmental purchasing, contracts and bidding procedures.
- Governmental regulations regarding contracted services and the competitive bidding process.
- Principles of business and public administration.
- Accounting and budgetary controls.
- Computer application pertaining to procurement and business requirements.
- Principles and practices of management and supervision.
- Provide administrative and professional leadership and direction to the General Services Department
- Establish and maintain effective relationships with departmental management, vendors, other agencies and the public.
- Interpret and apply federal, state, and local polices, laws and regulations.
- Communicate effectively, orally and in writing.
- Must have excellent analytical skills.
FAMILIARITY WITH THE FOLLOWING NOT REQUIRED BUT PREFERRED:- 2 CFR 200 UNIFORM ADMINISTRATIVE REQUIREMENTS, COST PRINCIPLES, AND AUDIT REQUIREMENTS FOR FEDERAL AWARDS (especially subparts 317-236); HUD Procurement Guidelines (Handbook 7460.8, Rev.2); California Public Works Law & Regulations; et seq; Davis Bacon and Related Acts; construction and development contracting; city, state, and federal contract rules; as well as special HUD procurement and compliance rules, regulations and requirements.
- Experience researching, evaluation, negotiating, purchasing, and implementing automated financial and procurement systems;
- Adept in the use of cooperative purchasing programs and related requirements, including but not limited to: Federal Supply Schedules, U.S. Communities, Western State Contracting Alliance, and state contracts and price lists;
Preferred Qualifications:Professional certifications: Certified Public Procurement Officer (CPPO) by the Universal Public Procurement Certifying Council; Certified Procurement Manager (C.P.M.) or Certified Professional in Supply Management (CPSM) by the Institute for Supply Management; Experience in public speaking and forging relationships with constituent communities. EXAMINATION:

Applicants must pass each phase of the testing process with a rating of 80% or higher to continue in the selection process. Examination will consist of both an oral and/or written examination(s) designed to measure skills and abilities related to workers' compensation analysis.

Candidates will start at STEP 1 of an eight step salary range unless there are special exceptions in accordance with the Personnel Rules.
