SALARY: $75,900.21 - $105,237.13 Annually
Plus additional cash allowance $6149 annually,
A 5% special duty allowance when assigned to the Psychiatric Health Facility
The Behavioral Wellness Department is seeking an experienced inpatient facilities manager for the County Psychiatric Health Facility (PHF) in Santa Barbara. The incumbent will report to the PHF Medical Director, and ensure the PHF operates in compliance with all relevant federal and state laws, including Medi-Cal and Medicare regulations, and professional standards for the 24-hour patient care and treatment of facility inpatients. This position will work in tandem with a Nursing Supervisor who oversees the Nursing services of the facility. The PHF is a 16-bed facility, staffed as needed to match the changing needs of inpatient services.
Ideal Candidate Profile:- Experienced in the operation and management of an acute care or inpatient facility
- Experienced working in psychiatric care or hospital setting
- Familiarity with regulatory audits, reporting, and the development of programs to address and ensure compliance and/or adherence
- Practiced in maintaining facility compliance requirements, standards, or regulations
- Familiarity with Quality Care Management programs
Examples of Duties
- Plans, develops and implements policies, procedures and programs of the Mental Health Service's 24-hour inpatient program; establishes program goals and objectives; ensures health quality standards for inpatient care in accordance with state and federal regulations and licensing agencies; ensures a safe environment for patients, visitors and employees.
- Evaluates, plans, and administers programs to assure appropriate and adequate treatment of patients; develops and assists in preparation of treatment programs.
- Prepares annual estimates of personnel, facilities, and equipment needed for preparation of departmental budget.
- Reviews relevant laws, regulations and guidelines issued by the state and/or federal government to ensure compliance with these regulations.
- Assesses the effectiveness of the program and makes necessary adjustments.
- Facilitates the interface between assigned programs and law enforcement agencies, local jails, other health care providers, and other county departments and agencies.
- Prepares comprehensive reports related to program operations and activities.
- Selects, trains, supervises and evaluates professional, technical, and para-professional staff; develops, recommends and implements training and staff development programs.
- Directs, through unit supervisors, scheduling of program staff to assure 24-hour patient care and treatment coverage.
- Directs multi-disciplinary staff teams; coordinates clinical services with support services; serves as liaison with medical staff assigned to inpatient psychiatric duties.
- Directs and coordinates the preparation and presentation of reports and correspondence; directs administrative and planning meetings.
Employment Standards
Possession of a valid license from California in one of the following as a: Licensed Clinical Social Worker (LCSW), Licensed Professional Clinical Counselor (LPCC), Licensed Marriage and Family Therapist (LMFT), per the California Board of Behavioral Sciences, Licensed Psychologist, or Licensed Registered Nurse (RN), AND
- Four years of administrative or progressively responsible clinical experience in a mental health program or other medical program, including one year in a lead or supervisory capacity in an inpatient setting AND the core competencies listed below and the ability to immediately demonstrate these competencies consistent with the position's level in the leadership series and the specific work assignment:
- Craftsmanship: Knowledge of the principles and practices of mental health inpatient care in California; principles of 24-hour care programs including current trends in mental health treatment with special emphasis on psychiatric health facility treatment approaches. Ability to operate computers and related software; understanding of organization structure methods and procedures, and methods of gathering, organizing and presenting data.
- Commitment: Successfully builds relationships with and promotes involvement of diverse groups; considers the needs of diverse clients when developing policies and procedures related to service; works closely with diverse groups to identify and deliver services that meet their needs and the strategic objectives of the program; establishes customer service as the single purpose to which all resources are dedicated; focuses on delivering the best services possible to the public; focuses on customer needs; and is committed to public service.
- Interpersonal Skills: Demonstrated by practicing the principles of effective management and personnel administration; organizational structure methods and procedures, managing and directing the activities of a 24-hour care psychiatric inpatient treatment program; interpreting and applying rules and regulations governing and limiting patient care treatment activities; supervising and directing the work of staff; developing, implementing and adjusting staffing schedules. Establish and maintain effective working relationships with a wide variety of public and private officials and the public; communicate effectively with others, both orally and in writing.
- Resiliency: Successfully builds a reputation for finding opportunities in difficult situations through an action-oriented approach for the administration of; laws, rules and regulations related to community mental health care in California.
Additional Qualifications:- A valid California Class C Driver's License is required at the time of appointment.
- Incumbents will be required to acquire training in Management of Assaultive Behavior (MAB) or a related crisis prevention course within the first six months of employment.
