Duties Summary

Plans, develops, and implements comprehensive industrial safety and driver improvement programs for a major operating department or plans, develops, and implements a comprehensive driver improvement program and participates in the industrial safety program for the central human resources agency; serves as a fleet safety examiner; and performs other related duties as required.

Examples of Duties

  • Plans, develops, and implements a driver improvement program to include the continuous evaluation of drivers and the conduct of driver safety and education courses, principally for but not limited to drivers of heavy vehicles and equipment.
  • Plans, assigns, and reviews the work of subordinate driver trainers; provides additional training to upgrade trainers' skills.
  • Schedules drivers for and conducts field and classroom training on proper vehicle operations, preventive maintenance, trouble-shooting, and emergency techniques as well as motor vehicle regulations, signs, signals, highway markings, and pedestrian rights and safety.
  • Establishes procedures for the periodic examination of drivers possessing a commercial driver's license, including field and practical testing; certifies driver competence; recommends removal of operators from driving duties when employees fail to meet the standards prescribed.
  • Plans and develops training outlines, materials, and course announcements.
  • Plans and develops overall safety manual to include duties of personnel.
  • Plans, coordinates, schedules, and conducts safety training to develop safety awareness, to promote safe working conditions and practices, and to comply with all applicable safety laws, regulations, and policies.
  • Creates and updates the Job Hazard Analyses (JHA) for the department, with the assistance of appropriate personnel.
  • Conducts first aid and cardio-pulmonary resuscitation (CPR), and Automated External Defibrillator (AED) classes.
  • Sets up and maintains recordkeeping and reporting systems to ensure compliance with all laws and regulations; prepares activity reports. 
  • Recommends and develops procedures for safe work practices, enforcement methods, and internal safety inspection checklists and schedules.
  • Conducts safety inspections to detect unsafe conditions; recommends corrective actions.
  • Monitors the compliance of OHSA and HIOSH safety inspection reports and citations to ensure immediate corrective action.
  • Conducts investigations of all accidents; interviews employees and witnesses; prepares report of findings and recommendations.
  • Inspects and recommends repair of mechanical defects in motorized equipment.
  • Investigates suspected vehicle abuse; recommends disciplinary actions against operators who abuse vehicles or disregard safety rules and regulations.
  • Assists departments in identifying appropriate personal protective safety equipment for their operations.
  • Maintains liaison with other agencies dealing with safety; keeps current on safety matters including existing resources, programs, regulations, legislation, standards, and practices.
  • Conducts performance examinations for equipment operator recruitments as requested by departments; tests and qualifies applicants who can satisfactorily operate equipment that are the primary work assignment for the applicable positions.
  • Acts as liaison with and coordinates driver training and improvement programs with the Department of Human Resources or other operating agencies.
  • Establishes and maintains fleet safety contacts with other public and private organizations for exchange and up-date of information.
  • Operates various vehicles or equipment as necessary.
  • Performs other related duties as assigned.

Minimum Qualification Requirements

Training and Experience

A combination of education and experience substantially equivalent to:
  • graduation from high school, and
  • four (4) years of experience in driver training and/or accident prevention activities, of which
  • two (2) years shall have involved Commercial Driver's License (CDL) driver instruction and evaluation, and
  • some experience with investigational activities; and
  • a valid Commercial Driver License (Class A) with the appropriate endorsements as applicable to the position; applicants with an out-of-state CDL must transfer to a Hawai'i issued CDL by the time of appointment*, (scan and attach your license to your application), and
  • a current Department of Transportation Medical Examiner's Certificate at the time of filing (scan and attach your Department of Transportation Medical Examiner's Certificate to your application), and
  • candidates must possess a good driving record certified by a traffic abstract confirming  no DUI convictions, license revocations, or suspensions for three (3) years preceding and no moving violations for one (1) year preceding, which must be presented at the time of interview.

*Commercial Driver License (CDL): Applicants must possess a valid CDL Class A. If you have an out-of-state CDL, you must transfer it to a Hawai'i-issued CDL within thirty days of establishing residency. If a copy of your CDL is not submitted at the time of filing, your application will be rejected. Please contact the Hilo Driver Licensing Office at (808) 961-2222 for information on how to obtain a Hawai'i CDL.

Note:  A current First Aid/CPR/AED Instructor's Certificate from a nationally recognized organization such as American Red Cross or American Heart Association prior to completion of probation; and satisfactory completion of a National Safety Council DDC driver training instructor's course prior to completion of probation.

Examination:  All applicants who meet the minimum qualification requirements will be assigned a score of 70 points.

Knowledge of:  principles and practices of supervision; laws and regulations governing the operation of motor vehicles and the licensing of drivers; operating procedures of a variety of motor vehicles, safety devices, and features pertinent thereto; the theory of the internal combustion engine; vehicle accident hazards and methods of control, correction, and prevention; proper and safe driving techniques; highway safety as it pertains to motor vehicle operation; preventive and general maintenance practices relating to motorized equipment; industrial and construction accident hazards and methods of correction and prevention; industrial safety devices and equipment; safety inspection principles, practices, and procedures; techniques of group instruction; basic examining and testing practices; investigation methods and techniques; report writing.

Ability to:  plan, organize, and coordinate industrial safety and driver improvement programs; assign, review, and supervise the work of subordinate trainers; prepare and develop training outlines and materials; schedule and conduct safety, driver training, equipment operator training, and first aid classes; conduct performance examinations and determine driver's competency; investigate and determine causes of accidents; interpret and explain traffic laws, regulations, and general principles of traffic and highway safety; explain the purposes and functions of automotive system components, and common malfunctions and causes; operate a variety of motor vehicles including heavy trucks and construction and other equipment; deal tactfully and effectively with others; write clear and concise reports; speak effectively before groups.
