The Legal and Records Unit of The Washington State Gambling Commission has an immediate opening for a Public Records Officer (Program Specialist 5). The Public Records Officer position resides within the Licensing, Regulation and Enforcement Division and reports to the Legal and Legislative Manager.
This opportunity is a permanent, Washington General Service position, and resides in Lacey, WA at Gambling Commission Headquarters.

What you will do as the Public Records Officer:
At WSGC, the Public Records Officer (PRO) is responsible for the statewide oversight of the agency's records management and public disclosure program. You will identify and resolve policy and procedural issues, including the revision and creation of policies and processes, to ensure the agency fully complies with the mandates of the Washington's records retention laws and Public Records Act.
You would also be responsible for working with the legal manager, leadership, and/or assistant attorney general to minimize the WSGC's exposure to liability under the Public Records Act, including the withholding, redaction, and/or disclosure of public records. You will also manage and coordinate WSGC's response to litigation on public records issues.
Additionally, as the successful incumbent, you will serve as the Agency's expert in records retention matters and ensure WSGC fully complies with the state's records retention laws under RCW 40.14, Preservation and Destruction of Public Records.
You will have the opportunity to provide public records act training and guidance; and records preservation and records retention training consistent with state law, to all levels of agency staff. Another exciting aspect of this position is you have the opportunity to develop your own training curriculum and deliver training in a manner that you feel will best suit your training audience.

Required Qualifications:- High school diploma or equivalent; AND
- Four years of experience and expertise in analyzing, interpreting, and implementing laws, rules, procedures, and case law related to records and information management; AND
- At least three years of experience and expertise in analyzing, interpreting, and implementing rules, laws, and case law related to the RCW 42.56, the Public Records Act. Experience may be gained concurrently.
- Understanding of the Preservation and Destruction of Public Records Act, RCW 40.14.
- Strong oral and written communication skills; ability to communicate effectively with agents, Assistant Attorney General, licensees' attorneys, licensees/applicants, and the public regarding cases, administrative processes, public records laws and agency rules.
- Demonstrated ability to work independently in a fast paced, changing work environment.
- Excellent attention to detail, organizational and time management skills.
- Ability to use technology and computer systems to improve efficiency, accuracy, and quality of work.
- Ability to work collaboratively with others to meet the mission and goals of the agency.
- Customer Focus, Ethics, Integrity, Diversity, and Accountability are also important competencies for the position.
Preferred/Desired Qualifications:- A Bachelor's degree with a major study in archives and records management, public or business administration, law, or related field.
- A certified records manager and/or Certified Public Records Officer certification through the Washington Association of Public Records Officer Association.
- Specialized knowledge of state gambling laws and Commission rules.
- Specialized knowledge in the management of records for a general authority or limited authority law enforcement agency.
- Specialized knowledge of software or programs that can be used to effectively search, collect, and produce records.
- Experience developing, implementing, and training on policies and procedures.
