Description
5% additional pay for evening shift work; 7 ½ % additional pay for night shift work. APPLICANTS MUST BE WILLING TO WORK ANY SHIFT OF A 24-HOUR PERIOD AND ANY 5 OF 7 DAYS.
APPLICANTS MUST SUBMIT A COPY OF THEIR COLLEGE TRANSCRIPTS OR DEGREE BY FINAL FILING DEADLINE IN ORDER TO VERIFY THEIR MASTER'S DEGREE IN LIBRARY AND INFORMATION SCIENCE.
Under general direction, to plan, organize, supervise and participate in the work of the Beale Memorial Library ,or of a group of branch libraries within a defined geographical area.
DISTINGUISHING CHARACTERISTICS:
This classification functions as the Supervisor of the Beale Memorial Library or as the Supervisor of a group of branch libraries within the Kern County Library System. Incumbents of positions assigned to supervise a defined geographical area must have the ability to travel to locations throughout the area for the performance of job duties.Essential Functions
- Plans, assigns, and reviews the work of the Beale Memorial Library or for a group of branch libraries; coordinates needs assessments for staffing, space, and physical resources;
- Confers with other service heads in accomplishing a coordinated program of service; develops, recommends, implements and evaluates branch policies and procedures; interprets library policy to the public and staff;
- Monitors and evaluates service patterns; prepares, justifies, and monitors budget for Beale Memorial Library or a group of branch libraries;
- Plans and conducts public tours of library facilities and make oral presentations before community groups;
- Performs duties associated with the supervision of a branch including public relations activities in the community;
- Plans, schedules, coordinates and publicizes library programs and events; presents library programs as required.
- Markets library services;
- Composes written materials for use in promoting library resources and programs through traditional and emerging media.
- Selects, trains, evaluates, and disciplines staff;
- Supervises the performance of staff in order to meet library goals and objectives; Instructs staff in library procedures and/or programs of service;
- Recruits, trains, and supervises volunteers;
- Performs specialized library work in a specific area of expertise;
- Selects and deselects books and other library materials; Performs reference and other professional librarian work as required;
- Prepares staff development program;
- Prepares monthly, annual or special reports;
- Maintains awareness of developments and emerging technology and applies them to day to day library services;
- Operates office equipment including a variety of word processors, computer terminals, microfilm equipment, and duplicating machines.
- Attends staff conferences and meetings of professional organizations;
- Maintains statistical data;

Employment Standards
- Graduation from an accredited college or university with a Master's degree in Library and Information Science accredited by the American Library Association and three (3) years of professional experience including one (1) year of supervisory experience.
Possession of a valid California Class C Driver's License.
Specialized California Driver's Licenses may be required depending upon assignment. Supplemental

ADMITTANCE TO EACH PHASE OF THE EXAMINATION WILL REQUIRE A GOVERNMENT ISSUED PHOTOGRAPH IDENTIFICATION. APPLICANTS WHO ARE UNABLE TO PRESENT PROPER IDENTIFICATION MUST MAKE ARRANGEMENTS WITH THE HUMAN RESOURCES DIVISION PRIOR TO THE TEST DATE.
This examination will establish an eligible list from which one (1) immediate appointment will be made at the Kern County Library - Beale Branch. Other permanent and temporary appointments will be made as needed. Successful candidates will remain on the eligible list for a period of twelve months, unless specified otherwise by the Civil Service Commission.
APPRAISAL (Weight 100%): of training, education, experience, interest and personal fitness for the work based on any combination of the following: Investigation, oral exam and rating of application. Applicants must attain at least a 70% score on each phase of the examination process.
