The City of Pasadena - Public Health Department is currently seeking a skilled, enthusiastic and energetic Program Coordinator II to oversee newly transferred programs in the Environmental Health Division with particular emphasis in the Cross Connections Program. This position plans, organizes, directs, coordinates and evaluates the activities of the Cross Connection Program, Humane Society Contract, and oversee other programs such as Recycled Water, Recreational Health, Lead, and vector control activities.

The ideal candidate must possess a valid certificate of registration as an Environmental Health Specialist issued by the State of California and possess technical expertise in a Cross Connection Program. The successful candidate will develop the Cross Connections Program, establish an inventory management system, develop protocols, create forms, train staff, and oversee the program's day-to-day activities.

Essential Functions

The major responsibilities of this position are listed below. For more detailed information, please review the job description.

  • Plans, organizes, directs, coordinates and evaluates the activities of the Cross Connections Program, Humane Society Contract, and other Environmental Health programs as needed.
  • Assigns and coordinates the work of subordinate staff; establishes expectations, evaluates performance, and recommends discipline if necessary.
  • Evaluates program needs and develops an effective program; develops standardized procedures and instruction materials for both the Cross Connections Program, and management of the Humane Society Contract to assist in accomplishing program goals.
  • Prepares and submits budget requests for the programs; estimates future program needs for personnel, equipment, supplies and space; consults with superiors on priorities and availability of funding and other sources; monitors expenditures.
  • Attends collaborative meetings with the City Prosecutor, City Council staff, and the Pasadena Humane Society concerning nuisance dogs and enforcement of the City Municipal Code.
  • Makes presentations to community groups, participates in committees and task forces to interpret/exchange information and to assure cooperation in achieving goals.
  • Maintains up-to-date knowledge of federal, state, and local laws, regulations, policies, and procedures that govern program operations; disseminates knowledge to staff and ensures compliance on a continuous basis.
  • Prepares administrative reports; assists in the development of goals, objectives, policies and procedures; investigates, interprets, analyzes and prepares recommendations in relation to proposals for new programs, grants or services.
  • Analyzes, interprets and explains City policies and procedures; confers with members of the public to explain procedures and policies; conducts office hearings and investigates and prepares reports on specific requests and complaints pertaining to assigned program.
  • Performs related duties as assigned.

EDUCATION AND EXPERIENCE
  • Bachelor's degree in environmental health, physical or life science or a closely related field.
  • Three years of professional experience in administering or implementing environmental health programs, including technical knowledge and experience working in a Cross Connections Program.
  • Must be a current Registered Environmental Health Specialist with the State of California.
SELECTION PROCESS
The selection process will consist of a training and experience evaluation, interview panel, and departmental-level interviews. Probationary test period is one year.
