Description
Under general direction, performs highly responsible work in planning, organizing and directing collection activities involving delinquent accounts receivables.
Work is performed in accordance with established policies and procedures, but an employee is expected to utilize knowledge, experience and independent judgment in handling all management activities of the section. Work is received through conferences and review of report submitted.
Duties and Responsibilities
DUTIES (NOT ALL INCLUSIVE):
- Plans, organizes and directs the functional and personnel activities within the section, to ensure efficiency, productivity and flexibility in achieving pre-established objectives.
- Prepares and promotes motivation in work performance and high moral.
- Prepares work plan to be utilized in assigning Enforcement Officers to various jurisdictions.
- Periodically examines records, reports, and operations of the Enforcement Section to assure efficiency of operation, good supervision good work flow, efficient utilization of personnel, space and equipment.
- Prepares monthly reports on activities and other reports, as requested, and submit same to Deputy Commissioner, Treasury Division.
- Delegates authority to subordinate personnel, resolves personnel and procedural problems.
- Evaluates the performance of subordinate personnel and issues performance ratings in accordance with prescribed procedures.
- Performs other related work as required.
Minimum Qualifications
Minimum Qualifications:
Graduation from a recognized college or university and two years of responsible working experience as an Enforcement Officer or a related capacity;
OR
Completion of the twelfth (12th) grade and eight years of responsible working experience including three years as Enforcement Officer or related capacity

KNOWLEDGE, ABILITIES, AND SKILLS:
- Thorough knowledge of the laws, rules, regulations and procedures pertaining to the enforcement of collections of delinquent accounts.
- Some knowledge of modern office practices.
- Ability to exercise tact and objective judgment in dealing with the public, subordinate personnel, and other sections of the Division.
- Ability to create and maintain sound effective human relationships.
- Ability to train subordinate personnel.
- Ability to speak and write clearly and concisely.
