THE POSITION
- Police Cadets augment public safety by reporting conditions that warrant police, social services and public service intervention. The Police Cadet performs a variety of administrative and relatively minor enforcement duties by providing a uniformed presence. Assignments could include: non-sworn patrol functions, parking enforcement, animal control assistance, fingerprint collection assistance, evidence assistance, and other support assignments. The Police Cadet is part of succession planning within the Modesto Police Department. Incumbents work towards a sworn or non-sworn career with the Modesto Police Department.
DISTINGUISHING CHARACTERISTICS
Police Cadet I – This is the entry level class within the Police Cadet series. The Police Cadet I is distinguished from the II level by the lack of job related knowledge or experience. Positions in this class have work experience in a prior Explorer Program. Incumbents work under general supervision while learning and performing basic job tasks required of the job.
Police Cadet II – This is the journey level class in the Police Cadet series and is distinguished from the level I by the assignment of the full range of duties. This level receives only occasional instruction or assistance as new, unusual or unique situations arise. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, however, advancement will be based upon the needs of the department and the judgment of management to potentially include a competitive interview process.
The Police Cadet position is a 50% benefited position and works 20 hours per week with prorated benefits.
All applicants who meet the minimum qualifications of the position will be placed on an eligible list and invited to a selection interview with the Modesto Police Department.
Human Resources reserves the right to revise the selection process to best meet the needs of the City. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS
- Provides a uniformed presence and performs patrol duties; educates and provides assistance to visitors.
May be assigned to monitor City facilities and/or be stationed at specific locations as needed.
Participates in crime prevention activities by working with various departments, groups and individuals on addressing issues, concerns and complaints.
Perform administrative support and data entry functions as required.
Direct traffic at special events, crime and accident scenes, and signal outages.
Monitor city streets and enforce parking laws, regulations and municipal codes applicable to non-moving vehicles and issue citations.
Operate close circuit camera system.
Process and storing of evidence, storage inventory and control of department supplies.
Assist Police Officers and Community Service Officers with non-emergency duties and conduct non-hazardous investigation; collect evidence at crime scenes.
Work at major special events, such as 4th of July Parade, Christmas Parade, X-Fest, and other major City events.
Fingerprint individuals and perform photography duties.
Provide technical information and instruction regarding applicable procedures and methods; explain rules and regulations; receive and respond to complaints and reports of routine parking incidents from the public.
Gather information from individuals or reference sources to complete and process various routine forms, records, and applications; and contact individuals to obtain additional information.
Identify and tow abandoned vehicles as authorized; recover stolen vehicles when found unattended.
Build and maintain positive working relationships with co-workers, other City of Modesto employees and the public using principles of good customer service.

- Police Cadet I
Knowledge of:
Basic office practices and procedures, including filing.
Operation of standard office equipment, including personal computer and centralized telephone equipment.
Correct English usage, including spelling, grammar, and punctuation.
Principles and practices of technical and functional supervision and training.
Basic customer service principles and practices.
Basic mathematical principles.
Ability to:
Communicate clearly and in a concise manner; both orally and in writing.

Experience and Training Guidelines:

Experience:
Prior experience as a Police Explorer in good standing.
Training:
Current enrollment in college level coursework highly desirable.
Licenses/Certificates:
Possession of or ability to obtain, an appropriate, valid California driver's license.
Additional Requirements:
Must be a minimum 18 years of age and a maximum of 25 years of age, with possible extension at the discretion of the Chief of Police.
Must not have any felony convictions.
Candidates are subject to an extensive background investigation including fingerprinting.
Individuals hired will be required to wear a uniform which is provided by the Police Department.
Police Cadet II
In addition to the requirements for Police Cadet I:
Knowledge of:
Basic principles and practices of law enforcement and community regulations.
Procedures and techniques for dealing with the public in a tactful but firm manner.
Pertinent local, State and Federal laws, ordinances and rules.
Ability to:
Correctly interpret pertinent local, State and Federal laws, ordinances and rules
Navigate police records management system.
Respond appropriately to difficult and sensitive matters.
Experience and Training Guidelines:
Any combination of education and experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Equivalent to one (1) year as a Police Cadet I with the City of Modesto.
Training:
Advanced internal field training within the Modesto Police Department.
Licenses/Certificates:
Possession of a POST approved PC 832 Arrest and Control Training Certificate within one (1) year of appointment.
Possession of a current Cardiopulmonary Resuscitation (CPR) card within one (1) year of appointment.
Possession of a current First Aid card within one (1) year of appointment.
Failure to obtain any of the required licenses/certificates within the prescribed time may result in release from probation.
PHYSICAL AND MENTAL REQUIREMENTS
- Mobility: frequent use of keyboard; frequent sitting for long periods of time; occasional bending or squatting. Lifting: frequently up to 10 pounds; occasionally up to 25 pounds. Vision: constant use of overall vision; frequent reading and close-up work; occasional color and depth vision. Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching. Hearing/Talking: frequent hearing and talking, in person and on the phone. Emotional/Psychological: frequent decision-making and concentration; frequent public and/or co-worker contact; occasional working alone. Environmental: frequent exposure to noise.
WORKING CONDITIONS
Conditions will vary depending on assignment. Work may be performed in a typical temperature controlled office environment subject to typical office noise and environment. Work may also be performed in a typical outdoor environment on a year-round basis subject to street or field noise and year-round weather conditions. Some positions may be assigned to remote locations. Position may require occasional overtime or weekend work and travel is rare.
