Description

The purpose of this classification is to supervise inmates and maintain a safe and secure environment for the inmates, staff and visitors of the Rutherford County Adult Detention Center. This classification receives general supervision and typically reports to a Detention Corporal or Sergeant. The Adult Detention Center uses a hybrid direct indirect supervision model. Deputies can expect to spend a significant portion of their day interacting directly with up to 52 inmates at any time, and may be expected to interact with larger numbers under abnormal conditions. Detention Center deputies will receive no less than 40 hours of training/review every year.

 

Examples of Duties

Maintain an accurate count of inmates and equipment in assigned areas
 
Logs when inmates are assigned/released from housing unit
 
Conducts formal counts to ensure the correct inmates are present
 
Updates inmate location and status in computer systems
 
Conducts informal counts at regular and irregular intervals
 
Uphold Facility Security
 
Monitors cells / units to ensure inmates do not leave their assigned areas unless authorized
 
Controls access to security doors to prevent unauthorized persons for entering / exiting
 
Monitors inmates to prevent security breaches and inappropriate behavior in the facility
 
Communicates with other Deputies and employees using hand-held radios or phones
 
Conducts inspections of housing units throughout the shift to ensure integrity of furniture, fixtures, and equipment
 
Oversees/supervises all inmate activity
 
Performs security observation tours as defined in policy and procedure
 
Coordinates and direct inmate movement (e.g., court, work areas) at proper time
 
Investigates and report any incidents in assigned area
 
Supervises inmate workers on facility detail
 
Supervises distribution of food trays and beverages during meal time
 
Counsels inmates about facility rules and procedures
 
Manage Emergency Situation
 
Attempts to deescalate volatile situations to prevent assaults, riots, etc.
 
Responds to aid other Deputies or staff needing assistance
 
Uses force in accordance with RCADC policy to physically move, control or restrain inmate(s) when necessary
 
Properly apply restraints (handcuffs, leg irons, restraint chair, etc.) in accordance with RCADC policy
 
Utilizes chemical agents in accordance with RCADC policy
 
Provides first aid and/or CPR during medical emergencies
 
Escorts inmates during emergency transport
 
Assists SWAT with inmate supervision during emergency situations when assigned
 
Searches for Contrabands and Contraband Usage
 
Pats search visitors entering secured areas to detect contraband
 
Pats search inmates to find contraband
 
Strip searches inmates who have left a secured area or who are reasonable suspected to have contraband
 
Search facility (such as housing units, kitchen, laundry, or bathrooms) for contraband
 
Maintain Facility Sanitation
 
Give inmates work assignments to keep facility clean
 
Check the sanitation of the housing units (such as bathrooms, floors, bunks, trash cans or fixtures)
 
Distribute and monitor use of cleaning supplies 
 
Supervise the collection and distribution of inmate laundry
 
Follow RCSO Exposure Control Plan to clean bio-waste as necessary
 
Discard facility and inmate trash/garbage
 
Maintain Proper Documentation
 
Documents unusual situations for review
 
Documents inmate and Deputy Activity as needed
 
Writes disciplinary report on inmates who have violated facility rules
 
Logs all visitors entering secured areas
 
Maintains facility inventories

Completes all required documentation legibly and in a clear and concise manner
 
Other Duties:
 
Communicates with public in person and on the telephone
 
Retrieves and issue inmate personal property at time of release
 
Completes maintenance or IT requests for equipment, furniture and fixtures that need to be replaced and/or repaired
 
Distributes and collects inmates razors
 
Issues necessary hygiene items to inmates
 
Establish and maintain effective working relationships
 
Assignment to the Booking Department Includes the Following Additional Functions:
 
Processes new intakes and releases
 
Take fingerprints
 
Photographs arrestees
 
Completes inmate decontamination procedures
 
Provides security for medical triage staff
 
Secures inmates property

Typical Qualifications


Under Tennessee Code Annotated 41-4-144, all candidates for this position must have a high school diploma or state-approved equivalent.
 
Candidates must have reached their eighteenth birthday at the time of hiring. Must possess and maintain a valid Tennessee driver's license.

Supplemental Information

Physical Ability

The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental stresses which require a range of safety and other precautions. 
 
This classification works in a correctional environment that requires physical stamina and exposure to hazardous and stressful situations.  For example, employees must be able to respond quickly to an emergency; defend themselves or others against physical attack; force an inmate to the ground and apply restraints; and, with assistance, pull an inmate out of danger during an emergency situation.  Employees are exposed to chemical agents used to debilitate non-compliant inmates.
 
Employees may be assigned to a different security post daily, to be determined by the needs of the facility. Dependent on the post, Detention / Correction Officers are constantly required to stand, walk, sit, and key information into a computer.  Employees must be able to operate all equipment in a correctional environment such as security locks, restraints, flashlights, and radios.  Employees will frequently perform duties in confined spaces.
 
Tasks require the ability to exert medium physical effort for up to four hours of uninterrupted work and to exert light physical effort for up to four hours of uninterrupted work, and may involve intense/heavy physical effort for short times.
 
Tasks include walking, running, climbing stairs, standing, crouching, and crawling unassisted up to 8 hours in a work shift, and in some emergency situations may require prolonged periods of walking or standing for up to 10 hours without relief.
 
Due to the unpredictable and potentially life-threatening nature of Detention work, all deputies must be able to perform the full range of physical motion and may be expected to run short-medium lengths, including up or down stairs, at any time, and to have the physical and mental ability to assist in overcoming active physical resistance.
 
Employees must be able to reach, bend, squat, push or pull, crouch, and crawl frequently.
 
Employees must be able to perform all functions of a correctional officer, with or without reasonable accommodation. 
 
Employees within this classification are considered essential to the safe operation of the correctional facility.  Employees are to work as scheduled.  Employees must be able to work various shifts, extended shifts, weekends, and holidays.  Employees within this classification are subject to movement to alternate duty locations, such as a hospital or courthouse, based on agency need.
 
Sensory Requirements:
Employees must be able to finger, grasp, and have sensation in their hands.
Employees must have no restrictions to fumes, chemicals, or smells. 
Employees must have visual acuity not worse than 20/40 corrected in each eye and peripheral vision of 70 degrees horizontally in each eye.
Employees require the ability to hear and differentiate sounds, with or without mechanical assistance.
 
Employees must have hearing in a pure tone average of not worse than 30 decibels (dB) 500, 1000 and 2000 Hertz (Hz), with or without mechanical assistance.  Employees must not have hearing worse than 45 dB at 3000 HZ or 55 dB at 4000 Hz in each ear. 
 
Some tasks require the ability to perceive and discriminate visual and auditory cues or signals.  Some tasks require the ability to communicate orally. Employees must be capable of issuing clear oral commands that can be heard and understood in loud environments.
