Description
This is intensive professional social work or rehabilitation counseling in a human service agency.
An employee in this class works with minimum supervision. The employee provides assistance and services, gives information and makes referrals for medical care, vocational guidance and training, and the like, investigates social conditions in response to complaints and reports findings, and performs similar functions related to the operation of a service program when such work requires the application of specialized service skills and program knowledge. The employee in this class may be assigned some supervisory responsibility. Employee may be assigned to any division in the department.
Duties and Responsibilities
DUTIES (NOT ALL INCLUSIVE):
- Assumes a leadership role in the planning and provision of comprehensive psychological or rehabilitation services to complex cases involving multiple and complicated social problems, and physically and mentally handicapping conditions.
- Provides competent individual, family and group treatment services with a minimum of supervisory contact, and serves as consultant to less experienced staff.
- Assists in needs assessment, designing and implementation of staff training relative to the provision of treatment and vocational rehabilitation services to most complex departmental cases.
- Interprets and disseminates laws and regulations affecting the client population served to the clients and public.
- Participates in the development and administration of programs in the department.
- Assists in the initial and on-going orientation/training for all clients' departmental staff and others as designated.
- Participates where required, in consulting with federal and local officials relative to funding, legislative, inter- agency and other pertinent matters .
- Prepares and maintains comprehensive case records on each client in accordance with local and federal standards.
- Performs other related work as required.
Minimum Qualifications
M.S.W. in Social Work, M.S. in Rehabilitation Counseling; OR M.A. in Social Sciences, plus two (2) years social work experience; OR B.S.W. and three (3) years social work experience; OR B.A. in Social Sciences and five (5) years social work experience.
NECESSARY SPECIAL REQUIREMENT:
License to practice Social Work in the Virgin Islands.
Position Factors
FACTOR 1 - KNOWLEDGE REQUIRED BY THE POSITION:
- Knowledge of principles, methods, and techniques of social work, rehabilitation counseling and the social work concepts and theories which are guides for their use.
- Knowledge of normal and abnormal behavior and the cultural and psychological implications of family disunity, unemployment, vocational rehabilitation, illness, delinquency, functional illiteracy etc.
- Knowledge of human developmental theory and psycho-social treatment process.
- Knowledge of rehabilitation counseling theories, mission and practices.
- Ability to elicit, evaluate and interpret facts and policies; diagnose problems, analyze medical and vocational data; make sound decisions and present ideas and information clearly and concisely orally and in writing.
- Ability to supervise less experienced staff when required.
- Ability to establish and maintain effective counseling relationship with clients and all those contacted during the course of work.
- Possession of a valid Virgin Islands Driver's License.
The employee in this position works with minimum supervision, and makes independent evaluation of the client's situation. Work is reviewed through meetings conferences, and approaches taken to handle case load.
FACTOR 3 - GUIDELINES:
Guidelines includes federal, local and departmental policies and procedures, as well as, behavioral, psychological, social work and intervention textbooks, manuals and periodicals.
FACTOR 4 - COMPLEXITY:
This is difficult and complex casework functions which requires the making of difficult decisions based on exercising professional judgment in such matters as deciding how to help a client deal with his situation, and whether positive benefit can be realistically expected as a result of changes in attitude and perspective.
FACTOR 5 - SCOPE AND EFFECT:
The purpose of this position is to provide professional casework services to clients who require support and guidance in dealing with their problems, avoid serious personal difficulties when effective reinforcement can help an individual make more constructive choices and overcome obstacles through increased ability to recognize, accept, and come to grips with one's own situation.
FACTOR 6 - PERSONAL CONTACTS:
Contacts are made with co-workers, clients and their family, court personnel, community groups and the general public.
FACTOR 7 - PURPOSE OF CONTACTS:
The purpose of the contacts are to provide intervention, counseling, and rehabilitation, and to disseminate information to those who require the services.
FACTOR 8 - PHYSICAL DEMANDS:
Work is basically sedentary, however, some traveling is required to gather information, and to provide services.
FACTOR 9 - ENVIRONMENT:
Work is performed mostly in an office setting, some field work is also required.
