Description
This is entrance level social work or rehabilitation counseling in a human service agency.
An employee in this class works under the close supervision of an immediate supervisor. Employee in this class can be assigned to any of the division of the department. Assignments are completed in accordance with prescribed departmental policies. Work is continuously reviewed for positive results.
Duties and Responsibilities
DUTIES (NOT ALL INCLUSIVE):
- Investigates cases or complaints and provides direct and indirect intervention.
- Serves as primary case worker and client various departments, coordinating and integrating all required services under close and immediate supervision.
- Provides complete individual and family intervention services under close and immediate supervision and serves as a consultant to less experienced staff.
- Plans and provides psychological intervention to minimally complex cases involving complicated social, physical and emotional problems.
- Represents the department in court and at a variety of meetings, seminars and conferences.
- Performs case recording duties in accordance with agency standards, as well as, local and federal regulations.
- Disseminates laws and regulations affecting the client population served to the client and public.
- Interviews disabled applicants and/or representatives to obtain basic information required, and provide instructions relative to the initial diagnostic and evaluation process.
- Constructs individualized Written Rehabilitation Programs with eligible clients.
- Develops plans for job placement and maintains contact with employers relative to employment opportunities.
- Performs other related duties as required.
Minimum Qualifications
B. A. in Social Sciences.
NECESSARY SPECIAL REQUIREMENT:
License to practice Social Work in the Virgin Islands.
Position Factors
FACTOR 1 - KNOWLEDGE REQUIRED BY THE POSITION:
- Knowledge of rehabilitation counseling practices and principles.
- Knowledge of the principles, methods and techniques of social work and various social, psychological, economic, and emotional factors influencing the behaviors and attitudes of individuals and or families.
- Knowledge of human developmental theory and psychology as it relates to the social adjustments of clients with special needs.
- Knowledge of the local labor market and jobs relative to preparing placement plans.
- Knowledge of local laws, rules, regulations and procedures of the department.
- Ability to elicit pertinent information from people and relate such information into a helpful course of action by exercising tact, diplomacy and discretion in dealing with clients, co-workers, and persons outside of the department.
- Ability to present ideas and information clearly and concisely, orally and in writing.
- Ability to establish and maintain an effective counseling relationship with clients and all those contacted during the course of work.
- Ability to operate motor vehicle and possession of a valid Virgin Islands Driver's License.
Supervisor administers close supervision; however, the employee must use his/her education and sound judgment in carrying out the duties and responsibilities of the position. Work is reviewed through meetings, conferences, and approaches taken to handle caseload.

Guidelines includes federal, local and departmental policies and procedures, the Virgin Islands Code, as well as behavioral, psychological, social work and intervention textbooks, manuals, periodicals.
FACTOR 4 - COMPLEXITY:
This is beginning level social work, which involves providing psychological intervention to minimally complex cases involving complicated social, physical and emotional problems.
FACTOR 5 - SCOPE AND EFFECT:
The purpose of this work is to perform investigation, intervention, and provide clients with treatment for social, physical and emotional problems.
FACTOR 6 - PERSONAL CONTACTS:
Contacts are with co-workers, clients and their family, court personnel, community groups and the public.
FACTOR 7 - PURPOSE OF CONTACTS:
The purpose of the contacts are to provide intervention, counseling and rehabilitation and to disseminate information to those who require the services.
FACTOR 8 - PHYSICAL DEMANDS:
Work is basically sedentary, however, some traveling may be required to gather information and to provide services.
FACTOR 9 - WORK ENVIRONMENT:
Work is mostly performed in an office setting with some fieldwork.
