Description

This is responsible police work involving the maintenance of order, and protection of life and property. Work involves responsibility for the performance of a variety of assigned tasks in the maintenance of order and the protection of life and property. Employees usually work on a rotating shift and are expected to use judgment in the enforcement of laws rules and regulations in accordance with established departmental practices and procedures. Duties are usually assigned in the field but employees may perform desk duties as part of their regular assignment. The nature of the work requires that employees in this class be courteous and impartial in dealing with the public. Supervision is received from a superior police officer and work is reviewed through periodic inspections or by analysis of reports submitted.

Duties and Responsibilities

Patrols commercial, business, and residential districts and maintains order by picking up persons committing public disturbances.

Apprehends law violators and escorts them to the police station for booking, or calls the police station in order to have the violators taken into custody.

Directs traffic, both vehicular and pedestrian and provides general assistance to the public.

Issues traffic citations to violators of traffic laws.

Serves warrants of arrest and subpoena.

Check locks on business establishments and calls property owners or other responsible party if buildings are found to be open.

Reports as directed for duty in crowd control, election duty, parades, special events or mounted patrol.

Gives testimony in court.

Makes preliminary investigations of robbery, burglary, larceny, and other crimes and assists other police personnel in the investigation of such crime.

Drives official car for superior officers or to pick up law violators.  

Prepares reports of activities and work performed, processes arrested persons and maintains police records at headquarters.

Confers with welfare authorities, guardians and educational personnel to gather information on juvenile cases under review.

Reports findings to supervisor for referral to appropriate agency for final disposition of juvenile cases.

Performs other work as assigned.

Minimum Qualifications

NECESSARY SPECIAL QUALIFICATIONS:


At least twenty (20) years of age but not have reached his/her forty-six (46) birthday. A candidate for enlistment must be a citizen of the United States of America. No criminal record (misdemeanors, juvenile offenses and traffic record of moving offenses to be evaluated by the Commissioner of Police). May not have any convictions for Domestic Violence or any Domestic Violence restraining orders in place against him/her, or any other Brady Act prohibitions that would preclude possession of a firearm. Certification from the Department of Health as to physical fitness and agility. Pass psychological examination administered by the Department of Health or a qualified medical practitioner. Possession of or ability to qualify for a motor vehicle operator's license. (must have operators license by end of training period). Must successfully pass written examination for qualifying purposes. Successful completion of training requirements administered by the Police Department. Must successfully pass a physical agility test, administered by the Virgin Islands Police Department. Must pass a comprehensive background check conducted by the Internal Affairs and Applicant Screening Bureau of the Virgin Islands Police Department. Applicants are subject to all selection and entry standards of the Virgin Islands Police Department, including, but not limited to:

PEACE OFFICER STANDARDS AND TRAINING (POST) CERTIFICATION

Applicants who possess a P.O.S.T. (Peace Officer Standards and Training) certification will be waived from the entrance examination and the twenty-six (26) week Police Recruit Training Program. Once hired certified officers will attend and complete a four (4) week training program. The applicant's POST Certification must not be under review for possible suspension revocation. A certified copy of the POST Certificate must be attached to the application for employment and must indicate the academy attended and is POST certified. Applicants whose POST certification has expired within the issuing jurisdiction must not be separated from a recognized law enforcement agency more than one (1) year at the time of applying for this position.

Guidelines consist of departmental rules and regulations, Virgin Islands Laws, general orders and the Virgin Islands Codes.

FACTOR 4 - COMPLEXITY:

This is entrance level police work where the employee is expected to use judgment in the enforcement of laws, rules, and regulations in accordance with established departmental practices and procedures.

FACTOR 5 – SCOPE AND EFFECT:

The purpose of this work is to maintain law and order, and to protect life and property. The employee is expected to use good judgment in carrying out his/her duties and to be impartial in dealing with the public.

FACTOR 6 – PERSONAL CONTACT

Contacts are made with co-workers, supervisors and the general public.

FACTOR 7 - PURPOSE OF CONTACTS:

Contacts are made in the daily performance of duty. Contacts are made to investigate, report, record, assist and identify what took place during the course of the duty hours.

FACTOR 8-PHYSICAL DEMAND

This may require, some physically strenuous activities, to include running, riding bicycle, and directing of traffic which includes standing for long periods of time.

FACTOR 9-WORK ENVIRONMENT

Work is mostly performed outdoors. A vehicle may be also used to assist in carrying out the functions of the assignment.
