THIS RECRUITMENT IS OPEN TO THE PUBLIC
The eligible list established through this recruitment will be used to fill current and future Plant Operating Engineer positions within OC Public Works. This recruitment may also be used to fill positions in similar and/or lower classifications within the Plant Operating Engineer Series.

THE OPPORTUNITY
 
Orange County Public Works has an exciting opportunity for a Supervising Plant Operating Engineer to lead a team of Plant Operating Engineers within the Central Utility Facility Unit (CUF), which is responsible for supplying steam for heating and chilled water for cooling to County, City, State and Federal buildings, and electricity to County buildings in the Santa Ana Civic Center Complex.

We are seeking experienced individuals who possess outstanding supervision, leadership and problem solving skills. Qualified candidates will have knowledge operating and maintaining high-pressure boilers, chillers, HVAC and refrigeration systems, gas turbines and electrical distribution equipment of as well basic regulatory knowledge for these type of facilities.
 
This position will be primarily responsible for the day to day operational needs of the CUF, however, the position will work closely with and backup the other Supervising Plant Operating Engineer responsible for maintenance of the facility. This position will assign and supervise the work of journey-level craft workers and helpers, coordinate with other departments and vendors, review work in progress, make changes to reduce or control costs, set performance standards and training needs, and prepare performance evaluations and reports and maintain records.

The ideal candidate will possess 5 years of experience supervising staff and operating and maintaining a central facility with electrical generation and distribution. Additionally, the ideal candidate will possess or be able to obtain a Los Angeles Steam Engineer license w/ Turbine Endorsement within one (1) year of appointment.

 
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES


Leadership
  • Ability to maintain composure and provide direction in emergency situations.
  • Assign and supervise the work of plant personnel, including the scheduling for a 24-hour a day plant operation.
  • Defines and evaluates the standards of the quality and quantity of work to be met.
  • Deal with ever-changing work demands while controlling costs and maintaining safety.

Technical Skills
  • Ability to read, write, and interpret blueprints instructions and diagrams.
  • Direct, evaluate and perform Steam Plant Operations, Refrigeration Plant Operations, and Standard Water Treatment Chemicals.
  • Demonstrate knowledge of SCADA system (Supervisory Control and Data Acquisition), CEMS (Continuous Emission Monitoring Systems), Mechanical aptitude, Heat Transfer & Combustion Principles.
  • Understand Lock Out Tag and how to properly de-energize equipment.

Active Communication
  • Effectively communicate with managers, engineers, craft works and the public.
  • Effectively communicate with City, State and Federal Agencies.
  • Produce clear and concise written documents and records.
  • Maintain accurate computer logs and energy management systems.

Safety Conscious
  • Ability to observe and enforce safety practices working with high pressure steam and heavy mechanical equipment.
  • Take a proactive approach to maintaining a safe work environment.
  • Identify, report and correct unsafe working conditions and/or equipment in an efficient and timely manner.
  • Respond quickly to emergency conditions with boilers and auxiliary equipment.
  • Evaluate the ability of employees to complete tasks safely and taking corrective action if necessary.

PHYSICAL REQUIREMENTS

The following is a description of the physical abilities which are customarily required to perform the essential job functions of this position.

Physical Characteristics: Regularly bend, stoop, squat, turn and climb; distinguish colors; may be required to lift and carry up to 50 pounds. May be required to work in confined space, on elevated platforms and to climb 50 foot ladders and stairwells.

Environmental and Working Conditions: Exposure to machinery that regularly produces up to 10.4 megawatts of electricity, or in which steam pressure is greater than 260 pounds per square inch, or in which the hot water temperature is 400 degrees Fahrenheit. Exposure to toxic chemicals, machinery with moving parts, vehicles, fumes, gases and intense noise levels. Requires the use of safety equipment such as safety glasses, hard hats, face shields, protective clothing, gloves, respirator, safety harness and hearing protection.
