Examples of Work
•Plans, directs and coordinates the work of personnel, through supervisors and team leaders engaged in traffic control sign fabrication, installation, and maintenance; traffic pavement marking operations and installation of guardrails; installation and repair of traffic signal controllers, detectors, traffic signals, pedestrian signals, school zone flashers, etc.
•Directs the gathering of statistical data as it pertains to the transportation system such as volumes, speed, vehicle classification, and turning movement counts. Analyzes and interprets traffic data and initiates change for operational improvements such as change in speed limits, traffic signals, etc. Directs and reviews the response to and investigation of complaints relative to traffic controls and initiates appropriate follow up actions.
•Plans, develops, and administers programs and policies relative to planning design, installation removal, operation, and maintenance of all traffic control devices. Prepares and/or analyzes traffic studies of roadway and intersection design and redesigns project plans as required. Provides input to City Engineer on the traffic engineering issues of various projects. Represents the Director of Public Works and/or City Engineer at meetings as required.
•Makes field inspections of work sites to evaluate quality and scope of work performed and review work in progress, and to ensure all work performed provides for the safe and efficient flow of traffic and the safety of motorists, pedestrians, and personnel. Coordinates the work of outside contractors installing signals, monitors their work and conducts the final inspections.
•Identifies projects which will improve the safety and efficiency of the city's road network. Prepares applications to receive funding for these projects from federal, state, and regional sources. Oversees the design and construction of these and other traffic engineering related CIP (Capital Improvement Projects) and VDOT (Virginia Department of Transportation) projects.
•Initiates and approves such personnel actions as hiring, training, scheduling, evaluating, disciplining, and counseling. Coordinates rules and regulations for the division. Reviews and approves a variety of reports and forms such as performance appraisals, disciplinary actions, accident reports, time sheets, and attendance reports. Prepares and monitors the division budget.
•Attends meetings and conferences with departmental personnel and representatives of other agencies. Coordinates division's functions with other divisions of Public Works and other city departments and/or agencies to cooperate in accomplishing common tasks and sharing equipment and personnel when possible.
•Represents the department in the Emergency Operations Center during emergency conditions. May represent the department on traffic and transportation issues on a variety of committees and /or projects, to include VDOT, as well as regional initiatives.
•Participates in community and civic programs and projects. Responds to a variety of requests from City Council and the City Manager's office. Communicates with citizens regarding requests for services and complaint resolution.
•Manages the Public Works Traffic Control Management System Center.
•Performs other related duties as required.
Qualifications
Graduation from an accredited college or university with a Bachelor's degree in Electrical Engineering, Civil Engineering, or related field; Professional Engineering License in Virginia required or ability to obtain through comity within six (6) months of employment, minimum of five (5) year's work experience in traffic engineering and operations required; minimum of two (2) years supervisory work in traffic, engineering and operations required; extensive knowledge of the guidelines, procedures, and processes associated with traffic control in the use of computers and software programs; knowledge of traffic design preferred; ability to read and interpret blueprints, drawings, and schematics; ability to maintain records, prepare budgets, and write reports; ability to communicate effectively both orally and in writing; ability to establish and maintain harmonious working relationships. Must possess a valid motor vehicle operator's license and must have a satisfactory driver's record based on the City of Hampton's criteria. Experience may substitute for education on the basis of one year of appropriate experience for one year of education.

Performs duties under the limited supervision of the City Engineer. Extensive experience dealing with city employees, contractors, utility companies, VDOT representatives, HRTPO representatives, and the general public. Requires tact and diplomacy in resolving problems. Requires field work in all weather conditions. May be required to work evenings and weekends during emergencies. This is an exempt position.
