Position Overview_Updated- Maricopa
Direct the pre-construction and construction phases of complex and technically challenging new county buildings and renovations, through all phases including design, construction, and occupancy and have responsibility for timely completion of these projects within budget limitations. Assignments are made in general terms and incumbents work together with the Project Managers under minimal supervision.
The position is responsible for directing design professionals and contractors, during construction, reviewing cost estimates, managing contract administration activities related to the construction or remodel of County facilities, ensuring projects remain within budget. The position serves as the primary liaison between the FMD Director, FMD Large Capital Executive, FMD Project Manager, Architect and Contractor under contract with the County as a project enters the construction phase.

Minimum education and/or experience:
Bachelor's degree in Construction Management, Architecture, Engineering, or a closely related field and four (4) years' field experience as a contractor, professional architect or an engineer working with construction projects. An equivalent combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year for year basis.
Specialized training, certifications, and/or other special requirements:
Must possess, or have the ability to obtain by the time of hire, a valid Arizona driver's license for the purpose of operating a county vehicle when traveling to various geographic locations throughout Maricopa County. Background check required for special working environments including but not limited to; adult & juvenile detention facilities; jails, medical facilities both public health and forensics, courts and other related justice facilities.
Knowledge, skills, and abilities:
Knowledge of advanced principles and practices of construction, engineering, and architecture as applied to the planning, design, and construction of a broad spectrum of public facilities and projects. Knowledge of methods, material and techniques employed in facility construction, engineering, and architectural; environmental consequences and constraints related to facility programs. Knowledge of pertinent Federal, State and local laws, codes and regulations; principles and practices. Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Ability to interpret architectural and engineering drawings and specifications. Ability to establish and maintain cooperative working relationships with those involved in the course of work. Skill in assessing and prioritizing multiple tasks, projects and demands. Ability to work effectively both independently in a self-directed manner as well as collaboratively within a project team. Ability to use Microsoft Office Products specifically Excel, MS Project and Word.
Preferred education and/or experience:
Experience working as a Licensed Contractor, Registered Architect or Engineer in the State of Arizona. Managerial experience in the construction of new and remodeled facilities for municipal, county, state or federal projects, applying the knowledge, skills, and abilities required.
Preferred training, certifications, and/or other special requirements:
Certified Contractor, Architect, Engineer, and/or Certified Construction Manager.
Working conditions:
Job functions require the following physical demands: some lifting, carrying, pushing or pulling. Ability to movie objects lifting floor to waist (up to 30 pounds), pushing/pulling (up to 30 pounds) short distance of (25 feet or less) speaking, hearing, seeing, reading and precise dexterity. Will be handling multiple or complicated tasks (scheduled and unscheduled) that may change frequently will be working with high volume of work with constant interruptions. Must be able to concentrate, make decisions and be a team player and work in close proximity with others. Generally the job requires 30% sitting, 70% walking/standing. This position requires extensive field time. Therefore, the position will be subject to cold and extreme heat conditions.
Essential Job Tasks_Updated- Maricopa
Coordinates with FMD Project Manager assigned to a project. Becomes familiar with a project in the late Design Development Phase and participates in the completion of the preconstruction phase. Reviews designs with Operation and Maintenance staff and obtains comments. Provides design/construct comments and feedback to Design Professional. Responsible for all field coordination, compliance with the contract, and quality assurance. Administers Contractor and Design Professional Contracts during construction. Represents owner in all construction meetings. Resolves conflicts in the field. Serves as the owner's liaison, dealing with right-of-way, utilities, municipalities and permitting issues. Reviews and approves all schedule of values, invoices, schedules and change order requests. Coordinates and approves all Design Professional requested revisions prior to issuance. Responsible for updating working with the Project Manager to ensure the Project Budget is continuously up to date. Coordinates owner installed and/or owner furnished equipment with Contractor. Coordinates and ensures occupancy is seamless. Responsible for obtaining all project close-out documents.

Most County employees accrue vacation (starting at three weeks per year for full-time employees) and sick leave (starting at one hour for every 30 hours worked for all employees).
