Job Description


ATTENTION: To be considered for employment with the City of Boca Raton, applicants must provide at least ten (10) years of continuous employment history, if applicable. GENERAL DEFINITION OF WORK:
 
Performs difficult professional work managing a major activity of the public library's Integrated Library System (ILS), system supporting a variety of services including circulation, cataloging, acquisitions, serials, digital services, and reporting; manages the Library's online catalog; oversees AV needs for the public library; and does related work as required.
Work is performed under general supervision of Librarian III;
Supervision is exercised over subordinate technical and clerical personnel and volunteers;
Enforces the Rules of Conduct, library policies and procedures and maintains order at the libraries.
 
TYPICAL FUNCTIONS:

Serves as primary contact for ILS vendor.
Configures and manages the efficient operation of the public library's ILS, including application performance, administration, maintenance, and upgrades to meet library requirements. Researches analyzes, evaluates, plans, tests, troubleshoots, designs, coordinates, and implements all aspects of ILS interfaces and services.
Works with vendors and the City's IT Dept for ongoing maintenance, development, and support of the ILS features and functions the public library requires to maintain or enhance service. Maintains interfaces between the public library's ILS and 3rd-party products, including but not limited to library's calendar reservation system, self-service checkout, public computer reservation system, telephone notification system and web-based applications that require authentication from the patron database.
Trains library staff to effectively use the ILS.
Monitors performance of applications and plans for future system changes, enhancements, testing, upgrades, capacity, functionality, and features.
Documents system maintenance requirements and procedures to handle system service loss. Responsible for scheduling system and peripheral upgrades as part of the yearly budget process.
Responsible for staying up-to-date, reporting and making recommends on current new trends and developments in the field of library technology and devices for delivering service in public libraries.   
Plans, organizes, directs, and supervises a major unit of the public library system as head of a section such as Instructional Services, Collection Services, Operational Services, Program Services, Youth Services, Account Services, Digital Services, etc.;
Plans, evaluates, and monitors unit services and programs;
Hires, trains, assigns, schedules, and supervises subordinate librarians and other employees and evaluates the work of subordinates;
Supervises and participates in the development, preparation, marketing, and presentation of library programs, classes, events, and projects in assigned area;
Serves as member of the management team to determine and implement library policy, procedures, and programs; helps prepare budgets, and administers budget of assigned section;
Helps with the development of the library's collection; helps select books, non-print materials, and digital products, ; analyzes existing collection for gaps, and items suitable for replacement or discard; places orders for items, reviews, edits, approves, and works with City departments to track End User Purchasing/License Agreements for database and digital materials;
Assists in updating the Library's website in the area of responsibility;
Collects, analyzes and reports on various statistics such as usage, volume, budget accounts, demographics, etc. in area of supervision.                        
 

RELATED TASKS:
 
Assists Librarian III as assigned in making surveys, evaluating staff appointments, transfers, and advancements;
Enforces the Rules of Conduct and maintains order at the libraries;
Takes part in professional conferences and meetings; keeps informed of current professional literature;
Assures system wide operational responsibility as assigned;
Acts as Unit Head when required;
Stands in as Building Administrator in Charge when required;
Performs related tasks as required.
 
KNOWLEDGE, SKILLS, AND ABILITIES:
 
Knowledge of and experience with SQL, Microsoft Excel, and basic coding, ability to evaluate library systems and programs and to develop and implement new or improved methods and to prepare reports; knowledge of professional library principles, materials, and practices; ability to evaluate library personnel; and ability to plan, organize, and direct the work of professional, paraprofessional, and clerical subordinates; ability to assist in the establishment of library policies, objectives, and facilities and their interpretation to community groups, public officials, professional groups, and the general public; ability to establish and maintain effective public relations; ability to represent the library system at professional meetings and to participate in the development or improvement of professional library methods and standards; ability to establish and maintain effective working relationships with associates and library patrons; ability to communicate effectively orally and in writing; skilled in the operation of computers; ability to work independently or as a part of a team, and to organize and lead projects.
 
EDUCATION AND EXPERIENCE:
 

Bachelor's degree in library science, computer science or related field is required; a Master's degree in library and information science, computer science or related field is preferred.  Any combination of education and experience equivalent to completion of an accredited Master's program in library science from an ALA accredited library school.  Supervisory experience preferred.

Experience with library technology, ILS systems, library management systems, inventory systems, data management, or computer science.  Experience with Sierra ILS preferred 
 
SPECIAL REQUIREMENTS:

Possession of a valid State of Florida Class "E" driver's license with no more than six (6) points in a three (3) year period.
 
PHYSICAL DEMANDS:
 
Must be able to stand, walk, sit, climb, balance, stoop, crouch, crawl, and reach.  Must be able to lift up to 40 pounds and push a loaded book cart weighing up to 200 pounds.  Must be able to tolerate exposure to dust.
