ABOUT THE DEPARTMENT

The Health Services Agency (HSA) consists of primary care clinics including a 7 day per week urgent care operation, specialty clinics, a rehabilitation clinic, managed care and indigent health care and public health services provided for the residents of Stanislaus County. Public Health, a division of the Health Services Agency (HSA) operates the traditional programs of: Communicable Disease Control, clinical and case management services for Sexually Transmitted Disease (STD)/Human Immunodeficiency Virus (HIV)/Tuberculosis (TB)/Immunizations, Public Health Laboratory, Public Health Nursing in the community (Nurse Family Partnership), Childhood Lead Prevention Program, Teen Pregnancy Prevention Education, Cal-Learn/Adolescent Family Life Program (AFLP) California Children's Services and Medical Therapy Programs, Child Health & Disability Prevention (CHDP) Administration, Emergency Preparedness, WIC Nutrition Services, Tobacco Education and Health Promotion.
 
These positions are currently for the California Children's Services – Medical Therapy Unit.  California Children's Services is a statewide program that arranges, directs and pays for medical care, equipment, and rehabilitation, for children and young adults who have eligible medical conditions.

ABOUT THE POSITION
 
The Physical/Occupational Therapist III designs and administers therapy treatments in a variety of settings. Plans and performs physical or occupational therapy for children with long term physical disabilities, under medical direction. This classification requires pediatric case management with multiple agencies, and specialized knowledge in pediatric care and legislation. Staffing will be made as a Physical Therapist or Occupational Therapist depending on caseload needs. The Therapist III acts in a leadership capacity by assigning, reviewing and coordinating the work of the other Therapists. The III level has greater responsibility, is required to exercise greater latitude of judgment, and serves as assistant to the Therapy Coordinator.  Both a Physical Therapist and an Occupational Therapist must be licensed by the State of California to provide services.

Typical Tasks

  • Provides physical therapy/occupational therapy evaluations and appropriate treatments;
  • Designs treatment programs for patients including establishment of realistic, functional goals based on therapist's evaluation and appropriate precautions;
  • Reviews clinical record, medical prescription and/or physician referral to develop treatment plans;
  • Monitors patient's progress and works with a team to modify treatment plans;
  • Maintains accurate clinical records and prepares written patient progress reports;
  • Attends clinics, case conferences, staff meetings, and in-service training;
  • Evaluates for and orders adaptive and durable medical equipment and instructs patients and caregivers in its use;
  • Provides therapy recommendations and consults with patient's caregivers;
  • Participates in the IEP process and represents the Medical Therapy Program;
  • Provides general direction and oversees the Therapy Aides, volunteers and student interns;
  • Serves as an educational resource to other staff members; and
  • Performs complex evaluations and tests.

Minimum Qualifications (Skills, Ability, Knowledge, Education/Experience)

  • Organize and implement therapy treatment programs;
  • Explain the techniques involved in a wide variety of therapy modalities and procedures;
  • Interpret and adapt physician orders and/or written reports;
  • Communicate effectively;
  • Establish and maintain cooperative working relationships with patients and others;
  • Provide direction to subordinate personnel;
  • Perform essential physical/mental requirements; and
  • Prepare and maintain accurate case records and reports.
KNOWLEDGE
  • Possible reactions of and hazards to patients during treatment, and precautionary and remedial measures;
  • Anatomy, physiology, neuromuscular function and dysfunction, kinesiology, and neuromotor development;
  • Pathology and injuries which result in physical impairment;
  • Current trends and new developments in therapy techniques; and
  • Growth and development of children.
EDUCATION/EXPERIENCE
 
PATTERN I
  • Physical Therapist/Possession of a valid Certificate of Registration as a Physical Therapist issued by the California State Board of Medical Examiners; OR
PATTERN II
  • Must be eligible for such registration; OR
PATTERN III
  • Occupational Therapist/Possession of a valid registration as an Occupational Therapist with the American Occupational Therapy Association; OR
PATTERN IV
  • Must be eligible for such registration. 
EXPERIENCE
  • Must have four (4) full years of progressively responsible experience as a professional Physical or Occupational Therapist.

LICENSE:
  • Applicants must possess and maintain a valid California Driver's License and remain free from repeated preventable accidents.
DESIRABLE QUALIFICATIONS

Physical Therapist III
  • Possession of a valid license as a Physical Therapist issued by the California State Physical Therapy Board; OR 
  • Be eligible for a Physical Therapist License.
Occupational Therapist III
  • Possession of a valid license as an Occupational Therapist with the California State Board of Occupational Therapy; OR
  • Be eligible for an Occupational Therapist License.

CLASSIFICATION INFORMATION

Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Community & Health Services bargaining unit for labor relation purposes.
 
Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months for a total of eighteen months.  The probationary period does not apply to unclassified positions.
