For evaluation purposes, acceptable qualifying experience for all positions must have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.

Additionally, 30+ hours per week will be counted as full-time employment and will receive full credit for the amount of time employed.  A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed.

Minimum Qualifications

LICENSE(S) and/or CERTIFICATION(S):

  • Professional Engineer License. (Professional Engineers with license/registration from other states must obtain the Texas license within six (6) months after appointment.).
  • Some positions require a valid driver's license with good driving record.

KNOWLEDGE, SKILLS, ABILITY(IES):

  • Research and statistical skills.

Aviation-Capital Projects: Experience working on Aviation Capital projects and knowledge of FAA requirements and procedures is preferred. Work history should include airfield design, FAA and FDOT coordination, review and development of statements of work, construction bid packages, airport development, and client relationship management.  Familiarity with design and/or planning of airport runways, taxiways, ramps and aprons as well as experience with computer applications including AutoCAD preferred. May be required to communicate with FAA Air Traffic Control Tower via radio.

Dallas Water Utilities-Capital Services:  Must have knowledge of civil, mechanical, industrial or electrical engineering.  Experience with wastewater utilities, water utilities, facility engineering or pipeline engineering preferred; project management experience a plus.

Dallas Water Utilities-Wastewater Collection: Familiarity with GIS, condition assessments on sewer assets, work order maintenance management system as well as the ability to evaluate sewer-related materials and equipment and supervise staff involved in Wastewater Collection activities is preferred.

Dallas Water Utilities-Water Distribution: Familiarity with GIS and water modeling as well as the ability to evaluate materials and supervise staff involved in water distribution activities is preferred.

Dallas Water Utilities-Water Planning: Experience with water supply optimization, water quality, hydrodynamic and water distribution models, water demand projections, and water rights as well as familiarity with State and Federal water regulations preferred; developing/negotiating contracts and agreements and project management experience a plus.

Dallas Water Utilities-Water Pumping: Experience with water utility operations/maintenance, facility engineering or pipeline engineering preferred; project management and/or hydraulic modeling experience a plus.

Public Works-Bicycle Transportation Planning Program:  Position is responsible for implementing the 2011 Dallas Bike Plan.  Duties include: managing/coordinating City and multi-agency transportation projects (Texas Department of Transportation [TXDOT], Dallas County and Dallas Area Rapid Transit [DART]) involving on-street bicycle facilities and multi-use trail projects (hike and bike); ensuring that the City's transportation needs and construction requirements are met during the planning, design and construction of City/multi-agency transportation projects that include bicycle transportation related elements; and responding to requests/inquiries from the City Council, City Manager's office and citizens related to bicycle transportation projects.

Public Works-Capital Improvement Construction:  Hands-on public works construction project experience working as a PE required.  Experience must have included construction methods and scheduling, cost estimates, constructability reviews, specifying material and field changes, verification and calculations of project quantities and environmental and safety requirements. Must have a valid driver's license and good driving record.  Position will be responsible for coordination, technical support and management for construction-related activities including; street and alley construction; street resurfacing; water/wastewater utility lines; storm drainage systems and erosion control improvements.  Requires the ability to interpret complex engineering drawings/specifications and troubleshoot differing site conditions and field adjustments required during construction.  Both office and field working conditions will be encountered, including varying weather conditions, traffic hazards, uneven ground and operating equipment.

Public Works-Facilities Architecture and Engineering:  A Mechanical Engineering degree, current PE licensure in the Mechanical field and applicable mechanical experience preferred. HVAC design experience needed to act as the City's representative to direct the work of consultants in the design, specification and construction administration of HVAC/control systems replacement in existing city buildings.  Experience in the design and management of "open" LonMark or BACNet DDC control systems is desirable. 

Public Works-Interagency Coordination: Infrastructure design and construction management experience as well as experience working with other governmental agencies on infrastructure improvements projects and knowledge of FHWA, TXDOT, NCTCOG, NTTA, DART, Dallas county and City of Dallas requirements and procedures is preferred. 

Public Works-Pavement: Civil engineering background and pavement management experience (pavement performance, material testing, maintenance methods and life cycles, etc.) required.  Ground penetrating radar data interpretation and laser profile reading skills a plus.

Sanitation-Landfill: Experience as a team or project leader providing technical staff support for solid waste disposal activities, waste diversion, recycling, environmental monitoring of soils, storm water run-off, ground water quality, or construction project management preferred.  Must have or be able to obtain a Class "A" Solid Waste License issued by the Texas Commission on Environmental Quality (TCEQ) within one (1) year of appointment.

Streets-Traffic Operations Engineering:  Responsibilities include: participating in the upgrade of a traffic management computer system, communication system, and traffic signal control equipment; leading complex multi-agency projects; implementing a state-of-the-art transit priority system in downtown Dallas; and designing/implementing traffic signal timing designs.

Sustainable Development and Construction-Engineering Plan Review:  Knowledge of basic civil site engineering principles, familiarity with water and wastewater design and review, and the ability to prepare written and graphical technical comments and reports.  Familiarity with the Dallas Water Utility Design Manuals and Public Works Paving Design Manual is preferred.   

Trinity Watershed Management:  Requires: expertise in hydrologic and hydraulic modeling using Hydrologic Engineering Centers Hydrologic Modeling System (HEC-HMS) and Hydrologic Engineering Centers River Analysis System (HEC-RAS); hands-on drainage construction project experience working as a PE; erosion control; channel stabilization; and experience with 404 and Texas Pollutant Discharge Elimination System (TPDES) Permits. 
Experience must have included construction methods and scheduling, cost estimating, constructability reviews, specifying material and field changes, agency coordination, verification and calculations of project quantities and environmental and safety requirements. Must have a valid driver's license and good driving record.  Experience in floodplain management, modeling using XP-SWMM, tunneling, pump stations and/or being a Certified Floodplain Manager is desirable. Requires the ability to interpret complex engineering drawings/specifications and troubleshoot differing site conditions and field adjustments required during construction. Both office and field working conditions will be encountered, including varying weather conditions, traffic hazards, uneven ground and operating equipment.
