Under supervision, to perform routine law enforcement work in County jail facilities; may be assigned to transportation and court services and patrol assigned areas in emergencies; and to do related work as required.   
 
DISTINGUISHING CHARACTERISTICS:
 
This is the lateral/entry level classification in the Deputy Sheriff I-II flexible  series and is subject to a twelve (12) month probationary period.  Promotion from level I to level II shall occur upon commencement of the Field Training Program or completion of three (3) years service as a Deputy Sheriff I.  Incumbents will be required to work any shift, weekends and holidays; may be required to work in outlying areas.

Essential Functions

  • Acts as jailer receiving, booking, supervising and searching prisoners.
  • Prepares complete and accurate reports as required in various areas of law enforcement.
  • Transports, guards and/or escorts inmates to specified locations inside and outside custodial facilities.
  • Attends training classes.

OTHER FUNCTIONS:

  • Assists as a bailiff or guard in all county courts and transport inmates to State or Federal institutions, County facilities or appropriate private facilities.
  • In emergencies, as determined by the Sheriff and under supervision, patrols assigned areas for the keeping of peace and protection of life and property.
  • Performs other related duties as assigned
     

Employment Standards

Possession of a valid California Class C Driver's License. Specialized licenses required for some assignments.

High School Diploma, G.E.D. or equivalent AND successful graduation from a California P.O.S.T. approved Police or Sheriff's Academy (Basic Peace Officer Course); or possession of a Basic or higher P.O.S.T. Certificate.

PHYSICAL REQUIREMENTS:

Physical Examination: A rigid medical examination by the county physician is required. Includes spine and chest x-rays, blood chemistry and electro- cardiograph test. Weight must be proportionate to height and age.

Vision: 20/100 uncorrected in each eye (corrected to 20/20) - no color deficiency. No permanent or progressive abnormalities.

Hearing: No hearing deficiency.

Minimum Age: 19 years of age by the final filing date.

Character: Applicants must have a reputation for honesty and trustworthiness. Felony law violations will be disqualifying and except for a limited number of minor traffic offenses, misdemeanor offenses may be disqualifying.

This examination will establish a 12-month eligible list from which appointments will be made as needed in the Kern County Sheriff's Office. Permanent and temporary appointments will be made as needed.


All Kern County employees are designated "Disaster Service Workers" through state and local laws (CA Government Code Sec.3100-3109 and Ordinance Code Title 2-Administration, Ch. 2.66 Emergency Services).  As Disaster Service Workers, all County employees are expected to remain at work, or to report for work as soon as practicable following a significant emergency or disaster.

PHYSICAL ABILITY TEST (Qualifying Only):  Candidates must pass the physical ability exam to be admitted to any further phase of the examination process.  See attached sheet for description of the Physical Ability Test.

 

INTERVIEW (Weight 100%):  Will be conducted for the purpose of appraising training, experience, interest and personal fitness for the position.  Applicants must attain at least a 70% score to be placed on the eligible list.

 

BACKGROUND/PRE-EMPLOYMENT POLYGRAPH EXAMINATION/PSYCHOLOGICAL EVALUATION (Qualifying Only):  The background evaluation will include a pre-employment polygraph examination and psychological evaluation and will assess overall suitability for employment only as a Kern County Deputy Sheriff.  This evaluation may not indicate present suitability for other law enforcement positions or future suitability as a Kern County Deputy Sheriff.  Candidates must be found satisfactory in all respects on the Background Evaluation.  Candidates determined to be unsuitable on this evaluation, or who have previously been found unsuitable, must wait a minimum of twelve months before they may reapply for this classification.  Additionally, those found unsatisfactory as a result of the background evaluation will be removed from eligibility in accordance with Civil Service Rule 608.00.

PHYSICAL ABILITY TEST

 

 

Purpose of the test:

 

The Physical Ability Test has been established as a bona fide occupational qualification through research and testing. It will test the applicant's ability to demonstrate the minimum physical standards necessary for field service as a Deputy Sheriff.

 

Wearing Apparel:

Clothing should be worn which will allow you maximum freedom of movement, yet provide protection against abrasions, especially to the legs. Barefoot candidates or those wearing other than standard tennis shoes will not be permitted to take the test. Dressing rooms will not be available. Participants must be dressed in exercise apparel prior to arriving at the test location.  Do not bring valuables to the test location. Spectators (friends, relatives, etc.) will not be allowed.

 

Physical Condition:

Persons who are not in good physical condition should not participate in the test. You will be requested to sign a Waiver of Civil Liability which releases the County of Kern and the Kern County Sheriff's Office from liability for any injury which might result from your participation in the Physical Ability Test.

 

Composition of the Test:

 

The Physical Ability tests those physical attributes necessary in the field performance of police work. Successful completion of every component is required. Failure to successfully complete any one of the required components will fail you for the entire test.

 

If you fail on the first attempt, you will be afforded a second opportunity to satisfactorily complete the test. Failure to successfully complete any one of the required components on the second attempt will fail you for the entire test, regardless of your performance on your first attempt.

 

Station I - Vehicle Push:

 

Situation:  A vehicle in a parking lot is blocking the Fire Department's access to a burning building and must be moved a distance of 10 feet to allow adequate clearance for the fire equipment. Due to the parking arrangement, it is impossible to push the car with another car.  The car must be pushed by hand and you are working by yourself.

 

Requirement:   Push the vehicle over the prescribed course a distance of 10 feet. You may push with both hands or place your back to the vehicle and push with your legs. The course is situated on a flat, paved surface. The car is a standard patrol vehicle, out of gear with the emergency brake off. Each candidate will be allowed 12 seconds to complete this event.

                                                                                                                                                         

Station II - Balance Beam:

 

Situation:  You are investigating a citizen's report of his neighbor being the victim of a felonious assault and of moaning sounds emanating from the victim's back yard. The fastest access is by walking along the fence separating the yards.

 

Requirement:  Walk a distance of 15 feet on the fence top (simulated by a balance beam).  This must be a solo effort. The beam is raised approximately 4 feet off the ground. The event will be completed when you reach a line near the end of the beam. Each candidate will be allowed 12 seconds to complete this event.

 

Station III - Obstacle Course:

 

Situation:  You have just discovered a burglary in process and must pursue a fleeing suspect through a residential neighborhood.

 

Requirement:  During the course of the pursuit you must accomplish the following:

                                                                                                                 

                        a.         run 25 ft. to a 6 ft. fence and climb over it

                        b.         run 75 ft. and make your way through assorted lumber scraps (simulated by eight automobile tires

                        c.         run 20 ft. to and go through a window opening 24" high and 30" wide, 4-1/2 ft. above the ground

                        d.         turn around and go through a crawl space 24" high and 30" wide

                        e.         run back through the tire maze and over the wall

 

Each candidate will be allowed 41 seconds to complete the course and time will be stopped as soon as each candidate touches the ground after going over the 6 ft. wall for the second time.

 

Station IV - Weight Drag:

 

Situation: You have observed a person laying unconscious next to a storage tank.  As you approach, you detect the odor of lethal gas.  The victim (simulator) weighs 165 pounds.

Requirement:  Refer to the above illustration.  You will have 12 seconds to move yourself and the victim to a place of safety outside the DANGER ZONE.  Beginning behind the START LINE both the victim and yourself must be entirely across the FINISH LINE in the allotted 12 seconds.                                                     

 

Station V - Distance Run Under Simulated Emergency Conditions:

 

Situation:  Your partner has stopped two known felons, has been attacked and is wrestling with the suspects. They are approximately 220 yards away. You run to the scene and as you approach, the attackers flee. Upon arrival, your partner yells that these individuals are armed and to call immediately for assistance. You then run back to radio for help.

 

Requirement:  Get to the scene as quickly as possible to assist your partner and then back to the start as quickly as possible to radio for assistance. Each candidate will be allowed 102 seconds to complete this event.
