GENERAL STATEMENT OF DUTIES
Responsible for the oversight of the implementation activities of the SIM LPHA grant. Position performs a variety of complex and administrative functions in support of mental health/chronic disease prevention/promotion including planning and/or implementing grant-funded activities, building relationships with community partners and local public health agencies representing Jefferson, Denver, Boulder and Broomfield counties. Position works across the agency to ensure collaboration among divisions and use of evidence-based practices for mental health practice across the lifespan.

REPORTING RELATIONSHIPS
Supervision Received:
General supervision is provided by the Strategic Partnerships Manager.

Supervision Exercised:
None.

ESSENTIAL DUTIES

Responsible for the oversight of the implementation activities of the SIM LPHA grant.

Coordinates and facilitates grant-funded collaboration meetings across the metro public health agencies and community partners focused on behavioral/mental health.

Coordinates and facilitates a community "message action team" tasked in the determination of a "common messaging" campaign to reduce stigma and encourage low-income populations to talk about behavioral health issues and seek relevant care.

Coordinates and facilitates an assessment and gap analysis process of behavioral health screening and referral resources available to primary care providers.

Builds and maintains community relationships. Develops partnerships to leverage grant activities and funding.

Participates in implementation of grant (LPHA SIM) and research; collaborates with program evaluators in data collection and other evaluation-related activities and outcomes needed for grant reporting, planning, and other key activities to advance behavioral/mental health work.

Participates in implementation of Agency's Strategic Plan as it relates to mental health.

Participates in the timely completion of applicable grant progress reports and other documentation as required.

Communicates grant activities via written, electronic, and face-to-face communications, including summary reports to funder and partners when appropriate. Establishes relationships with community partners, government agencies, and other partners as identified.

Participates in all grantee meetings and trainings as required and or need for successful completion of grant activities.

EMERGENCY PREPAREDNESS AND RESPONSE DUTIES
Employee responds, as required, to support public health emergencies, incidents and events. Employee participates in all exercises and drills on emergency preparedness and response, as required. Completes trainings identified as appropriate for this level employee.

KNOWLEDGE, SKILLS, AND ABILITIES
Education and Experience:
Requires a Bachelor's Degree from an accredited college or university with major coursework in public health, behavioral health, health promotion, health communication, community engagement, education, or a related field. Master's degree preferred. Requires a minimum of three years of related work experience.


Special Qualifications:
Must possess a valid driver's license.

Knowledge of:

• Principles and practices of behavioral/mental/substance abuse/developmental screening.

• Techniques and practices related to partnership development, maintaining and communication.

• Principles of population-based health promotion and disease prevention.

• Research methods, needs assessments, program development and evaluation techniques

• Community outreach and collaboration development strategies.

Ability to:

• Establish and maintain effective working relationships with other Tri-County Health Department employees, representatives of other agencies and organizations, and members of the community. Works as a team player.

• Communicate effectively, both verbally and in writing, to make information, education, and persuasive presentations internally and externally.

• Engage public and private organizations and members of the community.

• Interact effectively with various constituents including the public, contracted consultants, sub-grantees and community partners.

• Work effectively with individuals and groups in diverse multi-cultural and socioeconomic environments.

• Lead and assist with program planning, implementation, and evaluation.

• Develop measurable objectives; conduct research; and gather, analyze, and interpret data.

EQUIPMENT USED
Standard office equipment including, but not limited to, personal computer and associated hardware and software, telephone, copier, calculator and fax, audio/visual equipment and passenger vehicles.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
Work is primarily conducted indoors with occasional time spent in an outside environment. Incumbent experiences routine exposures and hazards of a typical office environment. Incumbent may occasionally be required to work after normal hours to attend meetings or events.

1. Requires sufficient hearing and speech ability to communicate verbally to respond to phone calls and in-person inquires and to facilitate and speak to large groups of people in informational or educational presentations.

2. Requires ability to lift and carry objects occasionally up to 15 pounds.

3. Requires manual dexterity to operate computer and office equipment.

4. Requires ability to occasionally drive an automobile in all types of weather conditions.

5. Requires the ability to sit and perform administrative and computer work for significant periods of time.

Salary: Depending Upon Qualifications
