DESCRIPTION

Continuous Recruitment, Statewide:   The Division of Personnel anticipates several vacancies in the near future for this classification.   This recruitment is not for a specific vacancy but to generate a pool of interested applicants.   This classification has positions in every area of the state exclusively for the Division of Highways.  Make sure you mark in your county selection any county you would be willing to work in or commute to so you can be placed on the proper register. 

Nature of Work:  This is an entry-level career development program. This program will lead to successively more responsible positions within the Division of Highways and is designed to help entry level engineering graduates transition to a Highway Engineering career. Employees in this class participate in an on-the-job training program under the supervision of Highway Engineers.

If you have an engineering degree or are a senior in an engineering program we invite you to learn more about this opportunity. If you have a sincere interest in the planning, design, and construction of highways, our Highway Engineer Trainee Program will enable you to participate in major CE projects and progress to full professional positions in highway engineering.

Note:  Preference may be given to applicants with training directly related to the type of position to be filled or to applicants in the West Virginia Division of Highways Co-op Program.

MINIMUM QUALIFICATIONS

Training:
Bachelor's degree in Civil, Electrical, Mechanical, Industrial or Environmental Engineering from a regionally ABET accredited college or university. Preference in making appointments may be given to individuals with training directly related to the type of position to be filled. Training areas include Construction, Maintenance, Planning, Design, Soils, Structures and Traffic.  

Substitution:
A Bachelor's degree in Civil, Electrical, Mechanical, Industrial, Petroleum, Mining or Environmental Engineering Technology from a regionally ABET accredited college or university or a Bachelor's degree in Civil, Electrical, Mechanical, Industrial, Petroleum, Mining or Environmental Engineering from a non-ABET accredited college or university may be substituted for the required training if the applicant has also passed the Fundamentals of Engineering Examination administered by the West Virginia Board of Registration for Professional Engineers, or an equivalent examination administered by another state's engineer registration organization.

At the appointing agency's discretion, competitive candidates may receive probationary appointment pending official verification of the qualifying degree. The qualifying degree must be verified before the employee may be certified as permanent.

SUPPLEMENTAL INFORMATION

Note:  A salary increase of 5% will be given to Highway Engineer Trainees who pass the Fundamentals of Engineering Examination administered by the West Virginia State Board of Registration for Professional Engineers, or an equivalent examination administered by another state's engineer registration organization.  Highway Engineer Trainees must be employed by the Division of Highways for 12 months before being eligible for this salary increase.

The state offers an outstanding defined benefit pension plan. Employee contributes 4.5% of salary (tax-deferred).

Deferred Compensation

State employees have a unique opportunity to build retirement savings and reduce today's taxes by participating in a Section 457 deferred compensation plan. A 457 plan is similar to the 401K plans offered by private companies.

Annual Increment Pay

The annual increment is $60 for each full year of qualifying service, and is paid in July of each year. This is available to employees with 3 or more years of service.

Holidays

Twelve (12) paid holidays in each year.

Vacation

15 to 24 days per year depending on length of service.

Paid Sick Leave

We offer an outstanding paid sick leave benefit.

Employees earn 1.5 days each month or 18 days per year.

There is no limit to the amount of sick leave an employee can accumulate.
