GENERAL DEFINITION AND CONDITIONS OF WORK

Performs complex independent professional work supervising and participating in the preparation and maintenance of complex financial records; does related work as required.  Work is performed under the general supervision of the Finance Officer.  Supervision is exercised over accounting staff.  Work involves considerable interaction with higher level supervisory staff and administrators throughout the City and communications and interaction with professional level employees of local, state, and federal agencies.
 
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires stooping, crouching, reaching, standing, walking, lifting, fingering, grasping, feeling, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

ESSENTIAL FUNCTIONS/TYPICAL TASKS

Supervising professional, paraprofessional, and non professional staff; coordinating, overseeing and preparing financial statements and reports; maintaining financial records and files; planning, organizing and directing accounting and financial functions and programs and requires the exercise of considerable judgment related to accounting technical issues and matters.

  • Monitors and supervises the implementation of new fiscal operating procedures and accounting procedures required by technological and other system changes;
  • Plans workloads, workflows, deadlines, work objectives and time utilization with employees;
  • Develops performance evaluation standards and criteria; meets regularly with employees to ensure that pre-established criteria are met;
  • Supervises the maintenance of the general account ledger and all subsidiary ledgers;
  • Reviews and approves all travel advance requests and expense statements and forwards to the Finance Officer for final approval;
  • Monitors cash and investment accounts daily and reports cash position to the Finance Officer; approves cash management transactions;
  • Monitors grant activities within the scope of local, state, federal and agency policies to ensure compliance with applicable programmatic practices, budgets, laws and regulations;
  • Reconciles and prepares monthly grant reimbursement requests;
  • Prepares grant schedules for financial statements and reconciles to the general account ledger;
  • Monitors all debt service activities including comparing invoices to amortization schedules and approving payment;
  • Prepares year-end journal entries and all audit schedules related to debt;
  • Prepares required supporting schedules for inclusion in the comprehensive Annual Financial Report;
  • Supervises and coordinates month-end close out, trust and bank statement reconciliation;
  • Prepares adjusting journal entries for all investment accounts and reconciles to the general ledger;
  • Prepares Summary Budget Reports, Cash and Investments Reports and Supplemental Reports on the Golf Course for presentation to the City Council each month;
  • Supervises, coordinates and participates in year-end close out;
  • Reconciles payroll and prepares quarterly and annual reports to external agencies;
  • Responsible for the financial administration of the health insurance plan;
  • Prepares complex audit work papers, statements and reports for the independent audit team; coordinates and reviews all other audit work papers prepared by accounting staff;
  • Serves as the primary contact during the annual and interim audits of financial reports;
  • Assists in the preparation of the annual Comprehensive Annual Financial Report;
  • Participates in the maintenance, design and installation of the accounting control, records and billing systems;
  • Compiles periodic revenue and expenditure analysis;
  • Develops and maintains procedure manual for all accounting division functions;
  • Monitors all general ledger accounts for abnormal or negative balances;
  • Performs related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES

Comprehensive knowledge of the principles, methods and practices of accounting; thorough knowledge of the laws, ordinances and regulations governing municipal and county financial matters; federal grants and loan programs; thorough knowledge of modern office methods, practices and equipment; ability to prepare and maintain complex financial reports and records; ability to analyze and evaluate complex financial systems; ability to exercise considerable judgment related to accounting technical issues and matters; ability to plan and supervise the work of professional and clerical subordinates; ability to establish and maintain effective working relationships with City officials and associates; ability to express technical ideas effectively, both orally and in writing; superior time management and critical thinking skills.
 

EDUCATION AND EXPERIENCE

Graduation from an accredited college or university with a bachelors degree with major course work in accounting and considerable accounting experience, public sector or governmental work experience desirable, considerable working knowledge of Microsoft Office Applications and  supervisory experience in a business or accounting office environment.  Advanced graduate level accounting or business coursework or CPA preferred but not required.
