General Statement of Duties

Performs a variety of paraprofessional accounting duties that impact city-wide financial activities; assists professional accounting staff with monitoring and processing complex financial activities and ensuring compliance with legal requirements, policies and procedures.

DISTINGUISHING CHARACTERISTICS:
Positions assigned to the Accounting Technician classification differ from the Senior Accounting Clerk in that they perform paraprofessional accounting duties for complex city-wide financial functions, requiring extensive knowledge of paraprofessional accounting procedures and processes. Assignments include: analyzing and monitoring complex accounting processes which require knowledge of full-cycle bookkeeping processes, monitoring and reconciling general ledger and subsidiary ledgers, city-wide audits, specialized budget and fund reconciliations, and/or investment and cash accounts monitoring.

SUPERVISION RECEIVED AND EXERCISED:
Receives supervision from the Assistant Finance Director.

May exercise lead direction over other Accounting Clerks.

Examples of Duties Performed - Duties may include but are not limited to the following

Coordinates a variety of incoming financial data, reports and other accounting information from departments and outside sources; answers inquiries and attempts to resolve problems.

Monitors city-wide financial records for accuracy and adherence to establish guidelines and accounting standards, as well as pertinent laws, policies and procedures; works with departments and auditors to ensure compliance with accounting requirements.

Serves as consultant to the departments in the assigned program area; provides technical assistance and training to City departments.

Monitors and approves posts to general, subsidiary, or special ledger journals; assists with researching and resolving problems and data discrepancies; initiates corrections and adjustments; reconciles sub-systems to general ledger; assists with monthly and year-end general ledger closing, rollover and data archiving processes.

Assists in year-end closing and preparation for audit processes; prepares information for the City’s external auditors, including supporting analysis and schedules; works directly with external auditors to research questions, resolves issues and responds to auditor findings.

Assists with the preparation of the City’s operating and capital budgets, including budgetary fund balancing; assists with the development of cost allocation plans and rate proposals.

Monitors and reconciles the City’s bank accounts and credit/debit transactions; monitors City-wide cash practices for compliance with policies and procedures.

Monitors the City’s fixed assets.

Assists accountants with finding solutions for complex problems and requires extensive knowledge of financial processes and research; develops recommendations; participates in and/or oversees the implementation of changes; performs special project assignments.

Analyzes financial record keeping systems; recommends improvements to meet accounting objectives; maintains documentation files on financial activities.

Responsible for or assists with the preparation of financial reports in accordance with State law and professional requirements.

Actively supports and respects diversity in the workplace.

Performs other related duties as assigned.

Qualifications

Knowledge of:

Bookkeeping and accounting principles and practices as applied to governmental accounting.

Practices, principles, laws and regulations related to municipal finance.

Full-cycle bookkeeping processes.

Practices and principles of public/business administration.

Computer systems and electronic spreadsheet applications.

Ability to:

Apply bookkeeping and fundamental accounting principles to the keeping of account records and the preparation of financial reports.

Research and evaluate accounting practices; compile and analyze data.

Resolve problems and recommend long term solutions.

Develop recommendations to improve processes and procedures in area of assignment.

Exercise independent judgment.

Organize and prioritize work to meet deadlines and demands of workloads with a minimum of supervision while maintaining accuracy and attention to detail.

Prepare accurate financial activity reports.

Post complex data and make accurate arithmetic calculations.

Provide effective consultation on city-wide financial impacts and issues.

Provide lead direction as required.

Communicate effectively with other employees, agencies, and the general public using courtesy, tact, and diplomacy.

Establish effective working relationships with employees and other agencies.

Operate standard office equipment such as calculator and personal computer.

EDUCATION AND TRAINING GUIDELINES — Any equivalent combination of education and experience which provides the applicant with the knowledge, skills and abilities required to perform the job. A typical way to obtain the knowledge and abilities would be:

Experience:

Three years of progressively responsible bookkeeping experience specific to the responsibilities of the position, with at least one year in municipal government.

Training:

Associate degree in accounting, business administration or a related field.

Representation
Employees in this classification are represented by American Federation of State, County, and Municipal Employees (AFSCME), and their salaries are subject to a monthly payroll deduction after 31 days of employment.

The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience.
