JOB SUMMARY
Under general supervision, performs fiscal control and accounting work for the City Finance Department. Work involves analyzing financial transactions and preparing financial reports and schedules to control and account for funds involved in operating budget, capital construction projects, and grants for the City. Employee is also responsible for monitoring activities of contractors to ensure compliance with various federal and State labor laws; monitoring grants awarded the City and preparing associated reports; and preparing various fiscal reports.

ESSENTIAL JOB FUNCTIONS

  • Maintains fiscal data, records and reports pertaining to operating accounts, capital construction projects, and grants for the City; reconciles detailed budget reports with expenditure reports and revenue; ensures proper and accurate recording of all financial transactions.
  • Maintains, updates, and controls the vendor master file; prepares and issues 1099 to vendors; reconciles vendor statements to outstanding invoices and maintains contact with vendors.
  • Assists in preparation for annual audit by outside agency, including journal entry adjustments, account analysis, and preparation of detailed financial schedules; prepares monthly financial statements for Council.
  • Audits invoices for coding, signature, and calculations, reviews requests for payments and posting of revenue and expenditures for budget compliance and procurement compliance; audits and reviews appropriateness of expenditures to maintain City policies.
  • Enforces Davis-Bacon Act and other labor laws as established under the Community Development Block Grant program, U.S. Department of Housing and Urban Development, U.S. and State Departments of Labor, etc.; attends and participates in pre-construction conferences with contractors; reviews and verifies contractors' certified payrolls, and compares HUD Interview Sheets with contractor's payrolls to ensure compliance with labor laws; enforces applicable wage-rate decisions and mandatory wage restitutions as handed down by courts or other authorities, as necessary.
  • Monitors administration and expenditures of grant funds awarded to the City.  Prepares Federal and State reports and request necessary reimbursements. Maintains fiscal data, records, and reports pertaining to Federal and State grants.  Reconciles grant expenditures and revenues to the general ledger and ensure proper and accurate recording of all financial transactions.  Oversees disbursement and accounting of Federal, State and local funds. 
  • Works closely with program directors of respective grants to ensure proper expenditure of grant funding according to grantor requirements. If the grant includes funding of personnel, ensure that the proper salary and fringe amounts are applied to the grant.
  • Maintains debt schedules of principal and interest on bond investments in state non-arbitrage program; draws invested bonds funds to cover expenditures on capital projects.
  • Maintains debt schedule, including annual bond listing and state reports of bond issues for general and enterprise funds; prepares debt payment schedule.
  • Creates monthly and quarterly reports via query function requiring data links to multiple files.
  • Assists in preparation of Capital Improvement Budget, Capital Improvement Plan, and Operating Budget.
  • Certifies funding availability for execution of contracts and encumbrances.
  • Prepares and distributes various reports, schedules, account analysis, etc., to Finance Director and other officials as requested.
  • Assists in Payroll, Accounts Payable, and miscellaneous bills as necessary; prepares various monthly bills.
  • Compiles statistical and fiscal data, such as surveys or schedules, as requested.
  • Maintains accounts payable and general ledger for a separate entity, the Western Tidewater Water Authority under the direction of the Director of Finance.  Prepares journal entries, the monthly financial statements, and reconciliation of the bank statement. 
  • Maintains fiscal data, records and reports pertaining to the SleepyHole Golf Course. Reconciles daily z tapes to spreadsheets prepared by the golf course and the daily deposit.  Prepares quarterly payments to the Golf Course according to the contract. Ensures that correct reimbursement is received from the golf course for credit card transactions.
