MINIMUM TRAINING & EXPERIENCE

Graduation from high school plus 10 years' experience in building inspection, and in residential and/or commercial electrical building, mechanical or plumbing construction work; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.   Must possess a valid Florida's Driver's License and have and maintain an acceptable driving record.
 
SPECIAL REQUIREMENTS
 
Must be a State of Florida licensed multi-disciplined inspector, possessing valid standard license as a Building, Mechanical,  Plumbing,   and Electrical Inspector, Residential and Commercial. Should possess a standard license in at least one plan review discipline.  Possess, or obtain within 36 months of the date of employment, a Building Code Administrator's license.

EMERGENCY DECLARATION STATUS

CODE 2: Non-essential employees will not be required to work during a declared emergency but may be required to work during an undeclared emergency or in the aftermath of an event associated with a declared emergency.  On an incident by incident basis, the employee's Department Head will make the determination when the employee will be required to work.

GENERAL STATEMENT OF JOB

Under general supervision,  performs skilled inspection work in securing compliance with established codes governing one or more of the following areas of the building trades: electrical, building, mechanical, and plumbing.  Supervises field inspection personnel and residential plan review activities.  Work involves prioritizing and routing the daily inspection load and managing an inspection zone.  In the absence of the Building Division Manager, assumes the administrative duties of that position.  Work also involves selecting appropriate training for the technical staff, arranging and conducting in-house training.  Serves as the first step in conflict resolution/code interpretation between contractors and inspection personnel.  Work involves inspecting a variety of electrical installations for materials and safety precautions; interpretation, application and enforcement of rules and regulations relating to the construction of new buildings, the repair or alteration of existing buildings or structures; and interpretation, application and enforcement of rules and regulations relating to plumbing and mechanical installation in new and existing buildings and structures. Employee may also inspect buildings and facilities for electrical hazards and reviewing plans and specifications for new construction. Employee must check plans and specifications for pro­posed installation to ensure the codes and ordinances have been followed, but must exercise independ­ent judgment in applying these standards to a variety of work situations. May be required to perform inspections of existing construction for violations of adopted codes on behalf of Code Enforcement, as well as attend and testify at Code Enforcement Board Meetings. Work may also involve responding to man-made or natural disasters to assist in recovery efforts.  Reports to the Building Division Manager.

SPECIFIC DUTIES & RESPONSIBLITIES

ESSENTIAL JOB FUNCTIONS
 
Prioritizes and routes the daily inspection load and manages an inspection zone.
 
In the absence of the Building Division Manager, or as otherwise designated by the Building Division Manager, performs the administrative duties of that position.
 
Serves as the first step in conflict resolution between contractors and inspection personnel.
 
Responsible for selecting appropriate training for the technical staff and arranges and conducts in-house training.
 
Inspects buildings in the process of construction, alteration or repair for compliance with building and State energy code requirements as well as the requirements of the State of Florida Handicapped Accessibility Code, approved plans, and construction and safety practices; examines plot plans, structural framing, insulation installation, and general arrangement of building facilities for sufficiency of design and materials.
 
Inspects electrical installations and facilities for compliance with code requirements; checks plans and specifications for the proper installation and connections of fixtures; investigates complaints concerning buildings that may not comply with electrical codes.

Inspects plumbing, heating and air conditioning systems of building structures; reviews newly issued building permits along with plans and specifications for proper plumbing, heating, air conditioning, and ventilation systems; assists and advises contractors and others regarding pertinent regulations.
 
Inspects new residences, businesses, schools and other buildings or structures for conformance with applicable building safety standards, zoning codes and ordinances; issues inspection certificates for approved installation.
 
Attends desk to receive and answer inquiries concerning inspections and permit procedures; receives and pursues complaints alleging code or zoning violations, performing inspections as necessary.
 
Maintains all necessary reports and records pertaining to inspections and code enforcement work
 
Attends and participates in meetings, or prepares correspondence, with builders and contractors to advise them of code changes and violations at construction sites.
 
Performs plan review as required.
 
ADDITIONAL JOB FUNCTIONS
 
Reviews and studies building code regulations to stay informed of changes in building codes and ordi­nances; completes necessary classes to maintain required inspection certification.
 
Performs other related work as required.

Health Insurance: Health care plan options include OAPIN and OAP through Cigna.

Dental Insurance: Dental coverage is offered in three plans that include a prepaid, indemnity & PPO plan. Orthodontic coverage is included in two of the three plans.

Vision Insurance: Vision coverage includes an annual eye exam, frames and lenses or contact lenses in lieu of eyeglasses.

Life Insurance: The City of Palm Bay provides each employee with life insurance in the amount of their annual base salary at no cost. Additional coverage is available at the employee's cost up to 5 times their annual base salary not to exceed $300,000.

Dependent Life Insurance: The City of Palm Bay provides each employee with dependent life insurance in the amount of $5,000 per dependent at no cost and the employee may purchase additional coverage.

Short Term Disability: Coverage pays 66 2/3% of employee's annual base salary during a short-term disability period not to exceed 26 weeks.

Long Term Disability: Coverage pays 66 2/3% of employee's salary at time of disability after a 6 month waiting period.

Defined Contribution Retirement Plan: City contributes a base of 3%. Employees may contribute up to 6% and the City will match the employees contribution.

Holidays: 10 holidays and 1 birthday holiday.

Paid Leave: Accrue 96 hours of vacation and sick leave per year. Accrued vacation hours increase after 10 years of service.
