Description

Under administrative direction perform: (1) planning, supervising and maintaining a large, complex financial and accounting reporting system; and/or (2) internal financial and operational auditing work which includes formulating and establishing internal control procedures and assuring continuing compliance with existing procedures and regulations.

Distinguishing Characteristics:
Responsibilities at this level typically include the management of a large scale complex accounting system of a major department with the incumbent reporting directly to a chief fiscal officer of a financial reporting entity, or the county controller, and/or managing a large number of supervisory professional and clerical accounting staff. Internal auditing positions involve responsibility for the development and evaluation of professional staff and supervision of difficult and complex auditing assignments.

Job Functions (Duties/Responsibilities):

  1. Plan, coordinate and manage the modification of financial/accounting system(s) and sub-systems and supervise or perform the related studies and analyses that may be required.
  2. Plan, manage and participate in the completion of difficult and complex audit procedures and/or in the preparation of internal and external financial statements and reports.
  3. Prepare or assist the controller or chief fiscal officer in the preparation of policies, procedures, manuals, instructions and directives regarding accounting system(s).
  4. Lead or participate in the selection, training and evaluation of staff.
  5. Advise the controller, chief fiscal officer, county administration, and/or individual departments regarding financial, accounting, or audit-related issues, the implementation of new procedures, policies or programs, the interpretation of financial information.
  6. Plan, manage, and/or complete modifications of accounting relating to financial systems.
  7. Coordinate and review department budget activities with the Office of Budget and Finance.
  8. Coordinate efforts of internal audit department and external auditors to reduce duplication and provide necessary assistance to external auditors.
  9. Maintain working knowledge of federal and state laws and regulations related to financial or accounting matters and implement changes in financial operations required by or resulting from legislative action.
  10. Serve as a liaison with county leaders, county departments, government agencies, external auditors, and/or vendors to coordinate efforts and provide assistance with audits and the resolution of other issues.
  11. Provide oversight of complex transactions, journal entries and account reconciliations.

Employment Standards:

Education and Experience:
One of the following:
  • Bachelor's degree in accounting or business administration with emphasis in accounting AND five years of experience as an accountant, financial analyst, or auditor, three of which are in a functional area of accounting, auditing, or financial management.
  • Note: Additional position-related professional experience may be substituted for the required education on a year-for-year basis

Knowledge, Skills and Abilities:

Knowledge of: governmental accounting standards; accounting and auditing principles, theories, procedures, techniques, laws, rules and regulations pertaining to county accounting practices; budget preparation and control procedures; computer capabilities, usage and financial applications, including spreadsheet software and other financial data application software and systems.
Ability to: apply accounting principles and procedures, especially as they apply to government accounting; apply auditing standards and procedures; effectively communicate with all levels of management verbally and through written reports; supervise the work of others; maintain effective working relationships with others; plan, organize and prioritize work goals, projects and tasks; evaluate difficult accounting problems and develop solutions or alternatives; develop and modify difficult accounting procedures, methods and techniques; analyze and interpret extensive, complex accounting records and reports; prepare documents.
Skill in: using personal computer applications for financial/mathematical calculations.
